Dear Governor O'Helston,
I bid you a good day Governor, and I hope that all is going well on the political front. My name is Wolvinator, a member of the City Guard, and a person that is devoted to the well being of all the citizens in Rhy"Din. We have come in contact with one another on a few casual occasions, but I do not believe we have ever been formally introduced. I first wanted to thank you for taking the time to read this correspondence. I understand that you are quite a busy person, and that many letters, bills and reports cross your desk on a daily basis. So again, I say thank you.
The reason for this letter is in regards to the rise in criminal activity and homicides that have taken place in our fair city in the recent month. Crime has always been a problem in Rhy"Din, but the recent activity is quite troublesome and unsettling. As a member of the City Guard, and a keeper of the peace, I am finding it quite difficult to round up those that have constantly plagued our fair city. The average ruffians, thieves, and petty assassins have their ways of being taken care of quite easily. Unfortunately the "bigger fish' and those that spearhead certain underworld organizations are proving to be much more difficult to dispatch.
Being a single Warrior amongst many Wolves, I am proposing the formation of an elite group of individuals to deal with the greater crime element in Rhy"Din. I am sure that you have seen the news reports and the crime postings in regards to actual named individuals who are still walking free. I believe that if I were to be granted the sanctions of the government, enabling me to unite an elite group of warriors under one banner, the success rate for dealing with these individuals will be substantially greater. I understand that are a few other organizations in place that are meant to keep the peace in Rhy"Din, but do to the current situation, I think that something more 'solid" is needed. I would be using my own personal funding, and the funding of a few close individuals, so to not interfere with current government budgeting.
I have recently completed the construction of a facility in Northern Rhy"Din, which is a perfect location to house a command central for this group. I would also be the person directly responsible for heading the organization, and I would ensure that we would work closely with the Government in a very democratic and senatorial fashion. Having an extensive background in leadership, military structure, and dealing with criminals of a superlative nature; I believe that I am the correct candidate to make such a proposal.
If you would like to personally meet with me on this issue, I would be more than happy to setup an appointment with you to do so. And, if at all possible, I would greatly appreciate a formal letter granting me permission to form a group of this stature.
