A black envelope with imprinted gold-font which read "Ebon Ilnaren" was delivered to the Governor's Office with a red thread wrapped as the only barrier for entry.

Within it read:

Dear Governor Ilnaren,

I am writing to you currently as a concerned citizen of Seaside. Over the course of the past week we have been seeing increasingly alarming amounts of armed corps lining our streets. As I have watched your press conference I'm aware of the nature of these incursions. I feel there is a fine line between keeping the peace and violating the rights of your citizens.

While I understand the Watch in itself is not to be held accountable for the security of Rhy'Din- it is a rather large city; I would be lying if not to be frank in my concern of this acquiescence of freedom. Are we at a point where it's impossible for one to cross a street without delegating our rights to armed guards" Am I not allowed to sleep at night at ease without the concern of a raid upon my house" Who may I ask is paying for the supplies being spent for this farce" Who is feeding the members of the Watch, the Navarran, the Batten Industries as I take it are private and last but not least the marvelous Scathachians led by the beautiful Isuelt DeRomiano' Are taxes providing the necessary rations and supplies to uphold this stranglehold on Seaside" Are you going to comply should I or other concerned citizens insist on an audit of your fiscal spending? These are serious issues and I would request to meet with yourself, Chief of Security Katt Batten, Isuelt DeRomiano and whoever is in charge of the Navarran.

I have gone out of my way to secure the safety of a very destabilized district and have been responded to with nothing short of severe hostility. I insist you consider my request before I take this the wrong way and hire some help of my own.
