As a matter of public record, I am including below the content of two letters to the Governor's Office from Baron Rakeesh Sah Tarna on the matter of Mage Registration in Old Temple District.
Because this issue has become so inflammatory, we are devoting the bulk of our meeting this month toward discussion of the topic. However, in the interest of time and keeping order, I am placing the following rules on this debate:
1. Baron Sah Tarna will be given the floor first. He will have a maximum of ten minutes in which to deliver his proposal and any arguments supporting it. Baron, I encourage you to have your speech prepared ahead of time.
2. A counter argument will be offered by another member of the community, to be announced, again limited to a maximum of ten minutes. Again, preparation is encouraged.
3. The floor will then be opened to the council members who are present to comment. We will go in roster order. Council members, please have your comments ready, if possible, beforehand to maximize the use of our time. Comment time will be limited to five minutes for each council member so that we can hear as many people as possible during the meeting.
4. The floor will then be opened to members of the audience for comment. I will ask that any person present who wishes to speak and is not on the council to raise your hand (IM me in the room). We will go in first-come, first-served order until all comments have been heard or we reach the scheduled end time of this meeting. Again, a five minute maximum limit applies.
5. Since I have now been accused by Baron Sah Tarna of engaging in a public 'witch hunt' against him - interesting choice of words, no' - I will not speak on this issue.

Letter of January 13
Good day, effendi,
I, Rakeesh Sah Tarna, Baron of the Old Temple District, would like to submit for your agenda a widely ignored issue in the heart of the Old Temple District. As you may, or may not know, just five years ago the district's streets ran red with blood as a religious war between the Catholics and the Temple of Myr'Khul ensued. It was nearly a genocide, perpetrated by Myr'Khul and its spiritual leaders - many of them mages.
I have noticed, upon returning to my seat, a rise in the number of magic-users in the Old Temple community. I suspect, gravely, that after Myr'Khul was forced to disband, war-criminals and monsters may be hiding in the community, pretending to be regular people.
I believe that it is necessary to bring in some powerful aid in this matter. We need to spend the coin necessary to run screens in the streets of the Old Temple District to scan for magic-users. Then, I believe that if we take down their names, not only can we keep track on them to avoid future conflicts, I can investigate their backgrounds to ensue that old war criminals and perpetrators of genocide are not hiding within our community.

Letter of February 10
Governor,
I submit for your agenda a public forum to create viable solutions for the growing problem of Myr'Khul insurgents working out of the Old Temple District. I will bring my evidence to the meeting. I would like to make two points, personally, beforehand:
1) I have not illegally scanned mages in my district, or acted on my proposal from last month.
2) I am no fool. There is no traction for my proposal. I have defended the intention behind it over the past month, and continue to show publicly my disappointment that my allegations against Myr'Khul have been given no credence by your office and the City Watch, but I know that my proposal is already dead in the water. What we need now are viable solutions.
Should you end this public witch-hunt of yours and cease firing up your constituents merely for political gain, then perhaps we can focus on creating new legislation and action committees to protect civilians against civil unrest - and simultaneously deal with a significant problem in the Old Temple District (one thus far ignored by your administration).
I offer you this single olive branch and ask that you work with me instead of against me. Not only would it be wise of you to do so, but you will sleep easier at night than you might once my evidence against Myr'Khul comes to light.
