Welcome to the Government Advisory Council (GAC)! Thank you for your interest in participating in the decision-making and event planning processes for the city. I think that we have an exciting year ahead of us, and I am looking forward to working closely with each of you as we move forward.

Our first monthly council meeting will take place next Monday, June 13, at 9 PM RST ((ET)) in the Red Dragon's Great Hall. I will post an agenda the Sunday before, so if there are issues that you believe should be addressed at the meeting, please send me a note so that I can add it to the schedule. Please be aware that these monthly meetings are open to the public.

Presently, our first agenda will include a welcome and introduction to the purpose of the council, a reminder about public services available through the Rhy"Din Welcome Center, a discussion about city audits related to the FLA and a question about how funds raised during a recent charity event should be allocated. If you have proposals to be considered, let me know ((via PM)). I also plan on allotting a portion of each meeting for public attendees to comment or ask questions.

As summer is coming " is here, actually ? this is the perfect time to begin planning and promoting festivals and community events. We look for your ideas and contributions on these activities as we schedule things for the year.

Finally, please check this board frequently, as I may post communications to you here, occasionally, rather than through private courier.

Again, I am very optimistic and excited about what we have an opportunity here to do. I hope you share my enthusiasm! Should you ever wish to visit privately with me, please don't hesitate to just drop by or to schedule an appointment with me.

Council members:

Please read the meeting minutes if you were unable to attend or were unable to stay for entire session. The recording of events has been broken down into topics for ease of navigation.

Please make note of the information in the section about allocation of the funds raised by the Business Gala. Please send your suggestion about how the funds can be used. Keep in mind that this is a finite sum, and relatively small - we won't be starting up new departments or quasi- governmental agencies with the funds, but there should be plenty of good uses for it that will benefit local small business.

((Please PM me with your suggestions by Friday. I am going to put the ideas together into a poll and see what the rest of the community thinks - just because it might be a fun debate IC. :-) ))

"Hey gang, won't be able to attend the meeting tonight as my birthday is this coming Wednesday and I've taken a few personal days to enjoy the Quarter Century marker. Hope this does not inconvenience anyone, however my office will be open for well-wishing and a moderate level of practical jokes.

Though I will not be present to...present it...I will use this letter to announce that in October of this year, Cantath-Cantak L.L.C. will be opening the Rhydin Wonderplex. A theme park (yes with rollercoasters) dedicated to showcasing Rhydin's eccentricities. Everything from "Nexus Pads" that teleport patrons randomly around the park, an outdoor Arena for our dueling citizens (sadly they will only recieve bragging rights for competing), to a 5 Dragon hotel with full dining services. 10% of all net profit will be donated to Rhydin for the express purpose of city beautification and City-Watch Funding.

Analysis of Renna Situation Media used to gather Intel: Video surveillance. Eye Witness Account. Audio Recording. Investigator: GAC Member Race









Identified Associates Kain (Last name Unknown) Age: UnKnown Height: Roughly 6"5" Hair: Black Species: Unknown Abilities: Extreme regenerative capabilities. Extreme Telekinesis. Known Facts: Admitted to aiding the attack on Mabon Celebration. Sociopath. Psychotic. Highly Intelligent. Displays willingness to harm/murder men, women, and children. Where previously believed to have been hired, it is known that Kain works for Renna by his own willingness without known compensation. ?"??????????????????".

Iokaste (Last name unknown) Age: Late twenties, actual age indeterminate Height: 6"0 Hair: Blonde Species: Daimon. Supposed cursed mortal descendants of the Grecian God Apollo. Sunlight is lethal. Abilities: Unknown as of yet.

Known Facts: By Iokaste's own admission, feeds on souls to survive. Uses "bolt holes" to move through the city, possibly a teleportation network. Leader of a group of Daimons, (supposedly numbering in the high hundreds actual numbers unknown). Iokaste is seeking an alliance with Renna by offering the use of her teleportation network and soldiers. The status of this alliance unknown.

Known Associates: Micheal (Last name unknown) Age: Unknown Height: Roughly 6"0 Species: Unknown. Possibly Human or Kindred. Abilities: Unknown

Known Facts: Percieved consort of Iokaste but unable to observe interactions long enough. There is observed tension between Micheal and Kain, possible exploitable rivalry.

Name Unknown Age: Unknown Height: Unknown Species: Unknown Abilities: Invisibility. Advanced technological weaponry.

Known Facts: Unclear as to whether UAF (Unknown Armored Figure), is allied with Renna or is playing a personal angle. Evidence displayed civility towards her and associates (Kain) as well as combative tendencies.



Observation Report: A) Brian Ravenlock, now called Raven, and Renna Ravenlock also known as The Betrayer have been seen wearing identical gauntlets. It is believed these may be the possible link in their alliance. Details on the items are unknown. Of further note is the choker, Brian Ravenlock has taken to wearing around his neck. Multiple images display him adjusting the choker, connection unknown.

1. Audio surveillance confirms the existence of a child that is the offspring of Renna and Brian that imprisoned its mother once before. Brian's direct lineage a possible part of current and future plans but further detail is unknown. Apprehension of existing child should be high priority.

2. Audio surveillance confirms more unknown allies to both Brian and Renna. All future engagements should proceed with extreme caution.

Note: Brian has been displayed to use Frost abilities. Possible elemental implication and/or advantage in combat.

B) Renna, while chaotic, has displayed tempered actions in keeping Raven controlled; advising him not to be reckless. While allied, it is clear they are operating independently of one another.

1. Video Surveillance indicates The Betrayor unable to sense constructions generated by GAC member Race. Possibly exploitable. 2. It is clear that Brian and Renna are romantically involved. 3. On observation, Renna has also kept Kain in check via verbal reprimand.



Conclusion: It is the belief of GAC member Race that all parties of Renna's alliance are operating with their own agenda and without any unifying goal. The only exception to this being Brian Ravenlock's involvement. It is clear he seeks the annihilation, humiliation, and disgrace of the Scathacian nation on grounds of the death of his sister Jewell as well as his own abduction in the past. On observation, displays an inconsolable rage which drives him. This leads GAC member Race to believe a possible emotional manipulation is attainable.

Kain (Last name unknown) has allied with Renna as a simple means to an end since it is clear he enjoys the mayhem she has begun to spread. It is GAC member Race's recommendation to seek incarceration of a lifetime sentence given the targets penchant for violence and the seemingly impossible likelihood of an execution.

Iokaste (Last name unknown) is a priority target due to her diet of living souls. Where Kain's victims can possibly be resurrected, those targeted by Iokaste will cease to exist completely. Apprehension imperative.

The identity of the UAF also high priority due to the involvement of similar suits used in the attempted assassination of Govenor Fionna Helston, as well as her defense.

The legitimate Alain DeMuer should be in the company at all times of a squire of the Knights of St. Aldwin, named Saleh Numiir. Descriptions are posted below. Numiir is a human male of sixteen years of age, 5'8" inches tall, weighing 150 lbs. He carries a dagger inlaid on the pommel with a Sun Cross.

If DeMuer is seen alone, DO NOT APPROACH. The suspect is to be considered extremely dangerous. Report sightings to your local Watch house and monitor from a secure distance. Repeat: DO NOT APPROACH.

Hello there GAC members! Unfortunately I couldn't stay for the whole meeting last time, and I was unable to announce this. Silver is hosting a Rhy'din Race (think amazing race, but not so crazy). I'm going to be emailing teams a set of clues that lead to certain points in Rhydin. Each clue takes place in a 3-4 day rotation of both live RP and posting. :)

To the Governor and Councilors,

It has been my pleasure to serve this city with all of you over the course of the past year. Today I address my fellow Councilors as a representative of the Barony of Saint Aldwin, a small country not far from the realm of RhyDin and home to more than thirty thousand refugees and rehabilitated slaves.

I come from another small country called New Brittany, which after a protracted civil war now sits on the brink of annihilation. We are preparing to accept the ten thousand remaining Newbretons into Saint Aldwin. Please only share this information on a need-to-know basis: a security leak could jeopardize the evacuation process.

We need your help. In order to feed and shelter these people until they can become self-sustaining we need at least

5,000 tons of food 100,000 gallons fresh water + purification supplies 10,000 blankets and cots 500 prefabricated/semi-permanent shelters, 5 m x 10 m (see Quonset hut blueprint, attached) 10,000 vaccines each for major diseases - Mumps, Measles, Rubella, Polio, Tetanus, Diphtheria, Pertussis, H Influenza Type B, Hepatitis A, Hepatitis B, Rotavirus, Meningococcal, Varicella, Pneumococcal, Seasonal Influenza, RhyDin Bengu Fever Volunteers - construction, medical (arcane or non-arcane), logistics & planning

As a matter of public record, I am including below the content of two letters to the Governor's Office from Baron Rakeesh Sah Tarna on the matter of Mage Registration in Old Temple District.

Because this issue has become so inflammatory, we are devoting the bulk of our meeting this month toward discussion of the topic. However, in the interest of time and keeping order, I am placing the following rules on this debate:

1. Baron Sah Tarna will be given the floor first. He will have a maximum of ten minutes in which to deliver his proposal and any arguments supporting it. Baron, I encourage you to have your speech prepared ahead of time.

2. A counter argument will be offered by another member of the community, to be announced, again limited to a maximum of ten minutes. Again, preparation is encouraged.

3. The floor will then be opened to the council members who are present to comment. We will go in roster order. Council members, please have your comments ready, if possible, beforehand to maximize the use of our time. Comment time will be limited to five minutes for each council member so that we can hear as many people as possible during the meeting.

4. The floor will then be opened to members of the audience for comment. I will ask that any person present who wishes to speak and is not on the council to raise your hand (IM me in the room). We will go in first-come, first-served order until all comments have been heard or we reach the scheduled end time of this meeting. Again, a five minute maximum limit applies.

5. Since I have now been accused by Baron Sah Tarna of engaging in a public 'witch hunt' against him - interesting choice of words, no' - I will not speak on this issue.

Letter of January 13

Good day, effendi,

I, Rakeesh Sah Tarna, Baron of the Old Temple District, would like to submit for your agenda a widely ignored issue in the heart of the Old Temple District. As you may, or may not know, just five years ago the district's streets ran red with blood as a religious war between the Catholics and the Temple of Myr'Khul ensued. It was nearly a genocide, perpetrated by Myr'Khul and its spiritual leaders - many of them mages.

I have noticed, upon returning to my seat, a rise in the number of magic-users in the Old Temple community. I suspect, gravely, that after Myr'Khul was forced to disband, war-criminals and monsters may be hiding in the community, pretending to be regular people.

I believe that it is necessary to bring in some powerful aid in this matter. We need to spend the coin necessary to run screens in the streets of the Old Temple District to scan for magic-users. Then, I believe that if we take down their names, not only can we keep track on them to avoid future conflicts, I can investigate their backgrounds to ensue that old war criminals and perpetrators of genocide are not hiding within our community.

Letter of February 10

Governor,

I submit for your agenda a public forum to create viable solutions for the growing problem of Myr'Khul insurgents working out of the Old Temple District. I will bring my evidence to the meeting. I would like to make two points, personally, beforehand:

1) I have not illegally scanned mages in my district, or acted on my proposal from last month. 2) I am no fool. There is no traction for my proposal. I have defended the intention behind it over the past month, and continue to show publicly my disappointment that my allegations against Myr'Khul have been given no credence by your office and the City Watch, but I know that my proposal is already dead in the water. What we need now are viable solutions.

Should you end this public witch-hunt of yours and cease firing up your constituents merely for political gain, then perhaps we can focus on creating new legislation and action committees to protect civilians against civil unrest - and simultaneously deal with a significant problem in the Old Temple District (one thus far ignored by your administration).

I offer you this single olive branch and ask that you work with me instead of against me. Not only would it be wise of you to do so, but you will sleep easier at night than you might once my evidence against Myr'Khul comes to light.
