Alain's time had been divided in the last few weeks, and little of it give to proper S.P.I. business - he had progressed far already in renovating his new property, and had spent a great deal of time at the Security Division office as well....looking up figures and typing. Many hours of effort culminated in the following -

Proposal for Training and Equipping Units of the Watch

In recent months it has come to light the RhyDin Watch is in a poor position to police a volatile and unpredictable city such as RhyDin. Their training and equipment is better suited to a city with technology centuries behind the best available in RhyDin and no preternatural criminals.

The members of the Security Division of Sentinel Private Investigation are well-trained in firearms, hand-to-hand combat, and many forms of police and security work including patrols and raids; there is also a member with a variety of skills in first- and second-level magic. While the Division is a small force, the Watch has many times the manpower.

I submit the enclosed contract for the training and equipment of the RhyDin Watch by the Security Division. Two units at a time would rotate into a four-week training program where all would recieve training with swords, pikes, pistols (likely flintlock for supply reasons explained below), and in hand-to-hand combat. One quarter would recieve additional training in muskets, and with a fee per individual trained, those with magical aptitude would recieve low-level magical training.

The musket and flintlock pistol are recommended as firearms because of the availability of those weapons as well as ammunition, as compared to the more limited availability of "modern" weapons and ammunition.

The contract would be up for renewal quarterly by the Office of the Governor through the RhyDin Watch.

By the end of the first quarter, more than half of the RhyDin Watch would be much better equipped to deal with the rising crime problems of RhyDin City. Combat effectiveness as well as survival rate should rise correspondingly and help to bring crime rates back down.

Enclosed is the contract, complete with numbers. It is an expensive project, probably the highest price Alain has ever negotiated, but each expense is sensible and explained in detail.
