The Governor made her first announcement for the New Year. It went over various types of media.

Hello, citizens of Rhydin! I hope this new year brings many good things and happiness into your lives.

When I was campaigning for this office, I said that one of my goals was to see to the improvement of emergency services here in the city. I have not forgotten.

It's rather well known that the citizens of Old Market and Old Temple Districts have good deal of ready support when it comes to emergency services. They have new buildings, equipment, and groups of fine professionals and volunteers that have put their hearts and their sweat into making those districts better places to live. There are also fine professionals and volunteers working hard to help people in the other five city districts. It's time that they, too, were given the benefit of new equipment and facilities.

There will be a vote and open discussion on what district should be given priority. It's my hope that at least two districts can have emergency services improvements before my term of office is over. Voting will be open until the twentieth of January. I will have open door policy on this matter. Please make your voice heard!"

People milled in and out of the conference room to see what the plans for the new emergency services were. The votes would be tallied after the polls closed in a little less than a week. A representative from Harker and Hall was on hand to look over the ideas Colleen had for the new facilities. It was their job to translate her words and her daughter, Christina's, rough sketches into a viable building plan. They would be hiring additional building crews as soon as the place was settled. Battlefield Park would be a straightforward operation as far as building. However, a logging crew would be needed to clear some of the trees. Dockside and Seaside presented concerns regarding water tables. They also had the need for water rescue equipment. The remaining districts on the list, New Haven and Dragon's Gate had some coastal areas, but not so much that a watercraft needed to be a standing part of the equipment.

"Satellite areas. A couple of those on the coastline would help. That would open jobs for rescue divers." Colleen looked over the list of things she'd noted over the past couple of years that would be of benefit to Rhydin's citizens. "Basic, but comfortable living quarters for the EMS crews are must."

"Define basic," Garrick Brock said.

"Comfortable beds for one. Many places work on 24 hour shifts and places to get solid rest are necessary. Toilet and shower facilities, not to mention good sized dining rooms and kitchens. I'm sure Bertie can work up the cost figures for each of these five plans. No matter which district is chosen, we can be ready based on the needs of the folk in the area."

"You have it all figured out then?" He chuckled slightly. "You should have run for Governor a long time ago."

"Perhaps," she uncurled a finger from her mug of hot tea and pointed at him, "but I wasn't ready until now. Life is that way, you know."

"Tell me about." His eyes lifted to the ceiling.

"Be glad I know that's a rhetorical thing or your ears would be burning all day." Colleen grinned.

Time passed, a few inquiries were made here and there. Before Colleen knew it, it was March! She tried not to think about the fact that it had been almost year since she'd seen Darien. Burying herself in work was how she coped with that deep sense of loss. The project in Dockside was underway and expected to be completed by midsummer. Originally, she had planned on single building. After looking at four large and solidly built warehouses with dock access, she decided it would become the new addition to emergency facilities for the district and purchased the buildings. The site was near the Dockside Baronial Manor and The Sacred Flame. She made a note to contact the owner of the latter. To her knowledge, he'd been helping people there for several years. Maybe, they could help each other.

Heavy boots thudded down the hallway into the receptionist's office. When the office door opened, she didn't look up.

A broad shouldered man that appeared to be nearing his thirties waved a gloved hand between the Governor and what she was reading.

Collie's hand made a snapping sound as it closed around his wrist. "Behave, Hawk," she muttered.

"Came to take you to lunch and discuss a few plans." He waggled his dark brows in what could have been interpreted as a flirtatious gesture.

Her eyes widened. "Founder's Day! I nearly fergot!"

"Which is why you have people like me around!" He took her hand and guided her to the largest conference room in the courthouse. A sound system for music was in place along with a dance floor. Food and drink were set up buffet style. "I'm guessing this isn't the only thing you'll need to announce."

"Quite so." She smile and kissed his cheek. "Thanks fer the help."

With Diana's wingman as hers for the day, Colleen went out to the courthouse steps to make a few announcements and smile for the photographers.

A courier delivered a bundled packet to Colleen's office in the early afternoon on Saturday, the 24th of March, fro m Ebon Ilnaren.

Here are the details of the emergency vessels that I mentioned at last night's town meeting. There are three designs.

First, we have a 50-foot vessel that would serve as a motor lifeboat, able to withstand extremes of temperature and severe storm conditions, to serve in the rescue of endangered crew and craft. Second would be another 50-foot boat, equipped for fighting fires aboard ships or close to the water. These would be capable of navigating the river running through our city, allowing for service beyond Dockside if necessary. Finally, I am suggesting a larger ship, perhaps 100 to 120 feet long, outfitted as an emergency medical vessel with facilities equivlent to a landbound hospital's emergency room, including a trauma surgical center.

There are four hulls available for refitting to meet either of the two smaller class of emergency vessels. I have spoken with Aja and she has agreed that Arcadia Shipyards can handle the refits, as well as construction of the medical ship. I would also suggest reaching out to Kruger, to see if he or other smiths might be able to provide enhanced materials and equipment for the hulls, propellers, and rudders. It never hurts to have a bit of enchantment to help keep one's rescue vessels afloat in stormy weather.

Ebon,

Thank you for sending me this information so quickly. After reviewing your letter and the blueprints, I am sure the completed vessels will more than meet the needs in Dockside. In the future, Seaside could also make use of emergency watercraft. Whatever we learn from the project in Dockside, will help in future endeavors.

Aja has been a great help with many projects over the years. I am confident that she and her work crews will do an outstanding job. I will reach out to Sylus, Kruger, and my heart-brother, Heph, for their input on enhancements.
