(This will be a little different because the evening was devoted to a debate, so I will split into sections and list each speaker in groups so it is hopefully easier to navigate)

Welcome, Debate Ground Rules, Old Business

FioHelston "Good evening, everyone. I know we still have people coming in, but we'll go ahead and get started tonight." She cracked the ceremonial gavel on the podium once. "I hereby call this session of the council to order. Since we have a large number of the public with us tonight, let me take a few minutes - first - to welcome you here. These monthly sessions are open to the public and you are always welcome. If you have not been with us before, what you are going to see tonight is a bit different in

Khoom Vortiv At the moment, it was a tossup as to what was more pink, his drink, or the GangSTAR's hair.

Nayun "Are you challenging me to combat?" Hand found the handle of her blade.

NorseLady Espies Aja, and gives her a narrowed-eye look. She did it. She just knows Aja did it! Smirks at the female Pirate.

FioHelston that we have put some rules of debate around this session, to ensure that as many people as possible can be heard on the issue on the table tonight."

Katt Her eyes flicked to Steve for a moment and she gave a firm nod. She murmured something back quietly.

KatrinaSilvers With the voice of the governor, she turned her gaze to the front, PDA set on the table, set to record.

PrlUnicorn ::She glanced from face to face in the crowd before turning her attetnion to Fionna when the meeting was called to order::

Candy Hart A nod to Steve as he passed her.

G "Nah. Besides, we gotta shush while this is going on."

Rachael Douglas Pen flowed across the page in neat, precise, left handed writing.

Nayun Stare. Then a release of her weapon. She looked to Candy. "Are we to shush?"

Steve Armstrong Calm as placid water, he returned to his place along the wall.

Rakeesh ::Once Fionna begins to speak, the liontaur shifts the weight over his shoulder and allows for the brown linen sack to rest awkwardly upon his torso. He watches the woman intently, his expression thoughtful.::

FioHelston "Once deliberations on the registration issue begin, we will be holding speakers to a strict time limit in order to keep the procedings moving. Baron Sah Tarna will have ten minutes to speak first. Following his presentation, Marc Franco will give a rebuttal, likewise with a ten minute time limit."

Beatrix Howell "~Ai stdroke ut to the East, Ai stdroke it to the West, Ai stdroke wif the wommun that Ai luff the best....Ai sdroke ut! Baowminnabaowwao-!~ Oh! Yes....Me tooh. The keurnuls dooh 'orrors to m'gums." She nooded in turn with Abby's nudge, her lips pursed up. No, No one was singing Clarence Carter. You're hallucinating. Go seek therapy immediately.

NorseLady Watches Steve for several moments, then turns her attention to Fio. Hannah She ducked into the room silently, taking a spot by the back wall so that she could listen and observe.

G Neighs somewhat quietly.

Abigail Dekker The liontaur received a glance. She didn't know him and she certainly didn't keep up with these sorts of politics, but there was a smile for him. As polite as a snake rattle, but that was default for her. Then she winked at Dill and pushed in even closer against Nothing Howell.

NorseLady Oh! Marc Franco is going to speak. This should be better than she thought.

Candy Hart A short nod to Nayu. "Still your tongue an' listen. Both of you." Extending the words toward the blonde with Nayun.

FioHelston "I will call upon council members or their alternates to speak next, with a five minute limit for each. And then we will open the floor to you, the public. If you wish to speak during the public comment section, please raise your hand (PM me) to get in the queue. I will call on you and you will have five minutes to speak."

LadyAjaBird ::after speaking with Steve a moment, she'd indicate a tranq gun she brought for any that started a riot that night. Looks then towards Fio being all interested in what sshe was saying::

Ebon Ilnaren ::he had nodded gravely in response to Steve's murmur, but kept his eyes out on the crowd::

FioHelston "I do ask that all present be courteous to the speakers, and not interrupt during their portion of the evening."

Katt Settling back into her chair she turned attention to listen to Fio, chewing thoughtfully on her inner cheek.

Rhiannon Brock ::Hearing Candy, she smiled a touch and settled in::

Nayun Nayun nodded her head. Dawn did the same; though the blonde scooted a little closer to Nayun.

Zack. Gaze remained on Fio as she started to speak, with a light sip of his drink.

Koyliak ::she nodded to those she knew and found a seat. Koy sat up straight with her hands folded in her lap, trying to look less exhausted than she felt::

Dill T Jones Oh those two were no fun at all. Who doesn't like caramel corn. Communists, that's who. He popped another couple bites into his mouth and chewed down as he listened and watch. If only he made an engine that runs off of tension....

Chryrie Nightstar ::there was a soft snicker behind her hand, and then a cough::

Caroline Granger Not feeling particularly comfortable with the sheer number of people who had turned out tonight, Caro's eyes scanned lightly over the crowd, offering a smile here and there to those she knew as she listened to the rules being set down by the Governor. Here's hoping tonight wasn't going to erupt into some kind of protest.

FioHelston "Before we get into that, there are some small matters of other business to address. You can see the public holiday schedule of upcoming events on the agendas. There will be a Valentine's Disco Ball this Saturday here in the Great Hall. The theme is Gold Glitter Guns and Girls, and is intended to be a spy theme. It promises to be a lot of fun. We hope to see you there."

FioHelston "Other events can be seen on the agenda and in the interest of time I won't list them all now."

Artemus Kurgen Looks inside the lip of his flask...considering the tone for the night, he might need a refill.

Ciarth Whitemane The white-haired man entered just in time to hear the governor's instructions, and nodded once. Then he took a seat.

Katt Guns...There was a little shudder there.

Rakeesh ::Confusion is cast across the creature's expression briefly, though it quickly fades.::

KatrinaSilvers Spy theme eh' She glanced down are her attire. She certainly looked like a damsel from a 007 movie.

NorseLady Loosens the lid on the round container, then removes it. The wonderful aroma of banana bread wafts out. Slips the lid beneath the tin, lifts up the cut piece of waxed paper to peer at the bread slices.

FioHelston "Service Medal recipients are in the process of being identified. I will save the announcement of the recipients until our next meeting, so that we have a full month's recognitions in. This month is a little off because of the holiday schedules and the fact that last month's meeting was postponed. We'll get back on track in March."

PrlUnicorn ::Colleen took note of her former husband's brother in the crowd before steeling herself against what could become an emotional onslaught from the crowd.::

Proposal by Rakeesh Sah Tarna

FioHelston "With that, we'll get to the main topic for tonight: a proposal to require registration of magic users in the Old Temple district. At this time, I would invite Councilperson Rakeesh Sah Tarna to speak. Councilor, the floor is yours. You have ten minutes, starting now."

Rachael Douglas Nostrils twitched. Pen continued to take notes left handed.

Steve Armstrong His arms were folded across his chest, a serious stare leveled towards the podium.

NorseLady Lowers the waxed paper. She will wait for a little while longer.

Beatrix Howell She promptly stopped performing the Sousa March with her armpit. That was something that never happened. Shame on you for thinking that it ever did. Shame.

KatrinaSilvers Eyes slowly turned from Governor Helston to the Old Temple Baron, expectantly.

Khoom Vortiv Those pink-flecked citrines remained fixed upon the podium, likely the only points of 'light' in that shadowed corner.

Dill T Jones "Famous last words..." When the history books remember this, it will be that there was a spy themed ball coming up. He just knows it. Handrolled found from behind his ear, then dropped between his lips to spark it up.

Caroline Granger Her eyes turned toward Baron Sah Tarna, teeth biting thoughtfully at her lower lip. Note to self, keep mouth shut.

Zack. Gaze moved to Rakeesh now.

Rakeesh ::The beast rises quickly, then, stretching up to his full liontaur's height. He places the brown linen sack on the table before him, then looks out to the crowd. Steeling himself with a deep breath, he begins to speak - and not into the softer tone that is the norm for his voice. His deep, rumbling bass is steady and strong, and carries through the room with his greeting:: Good evening, effendis. For those of you who do not know me, I am Rakeesh Sah Tarna, Baron of the Old Temple District.

NorseLady Attention is on the Liontaur as she listens.

Rena A Cronin ::mug lifted to drink from as she shifted against the wall. Eyes fall on the front of the room as Rak begins to speak::

G "Are we allowed to heckle?"

Chryrie Nightstar ::somehow she had started to casually eat a jar of chocolate frosting. When she appeared near Dillon to offer him some to go with his corn, who knew::

Tenball ::at least three of his eyes looked directly at Rakeesh::

Zack. A glance to G and shook his head no.

PrlUnicorn ::She murmured:: Save it fer yer speech, G.

Katt Sharp greens went over to G and she shushed quietly.

LadyAjaBird ::smirk at G.::

Ebon Ilnaren ::he grinned more at Colleen's retort than at G's question::

Rakeesh Welcome. My Barony has little to do with my concern over a matter most dire in the Old Temple District. For those of you who have known me, I have been a member of the City Watch in the past, and the Guildmaester of the Adventurer's Guild - sworn to protect Dragon's Gate and Rhy'Din at large. My life here in Rhy'Din has been dedicated to serving and protecting. I am here to do more of the same. Before I go on ....

Dill T Jones He would eye the jar of frosting more then the fact Chryrie just popped on over to offer it. But he would shake his head, a motion of the bag over her way though. He seemed more interested with smoking at the moment.

Charles Blackstone Charles seemed to walk in just in time. He moved quickly and sat near candy with a soft nod

G Makes a soft whip cracking sound. "Sheesh." Rakeesh ::The beast remains focused, using the force of his commanding voice to continue his speech onward:: I would like to formally retract my proposal to register mages in the Old Temple District, and apologize for the alarm and harm that this proposal has caused. It was never my intention. However, something far darker and far more sinister than racism and ignorant bigotry has brought me here tonight.

Candy Hart Short nod returned, but she kept her attention on the Lion.

KatrinaSilvers Yes, she's ignoring everything that isn't Zack, the Governor, or a council member right now.

Edward Batten The PLayboy's attention focused on the liontaur now, intent and focused. Rachael Douglas Raven brow lifted while she continued to take notes in that precise, even, left handed script.

Ebon Ilnaren ::one eyebrow arched at the retraction::

Artemus Kurgen Takes another drink.

Issy ::Absolutely stunned, she gaped at Rakeesh::

Edward Batten Well, that screwed up his prepared comments.

Koyliak ::a mild surprised look on her face as well::

KatrinaSilvers Now she's interested, and she leaned forward slightly.

FioHelston She shifted where she stood to the side of the council table, a frown ticking.

Zack. He's watching Rakeesh with a dart of eyes towards the others.

Khoom Vortiv Siiiip.

Chryrie Nightstar ::she snagged a few pieces, then dipped them into the frosting before chewing and staring at the advisors table with lifted eyebrows::

Steve Armstrong Steve snorted.

Rena A Cronin ::soft chuckle at Aja then eyes fall back on Rak::

PrlUnicorn ::Her eyes narrowed.::

BrynnHawthorne She leaned in her seat, gaze intent.

G Looks at the clock.

Goldglo ::he was keeping an open mind toward Rakeesh's comments and listened closely::

Charles Blackstone Well that seemed over with already. He just sat there. A nod towards zack as he caught him quickly

NorseLady Removes her gloves, tucking them behind her weapons belt. A slice of banana bread is now plucked out from the container. Begins eating. If anyone around her wants a slice, it is offered to them.

Nayun She was looking at Candy for some reason.

Caroline Granger Caroline's eyes narrowed. Retracting the proposal on the night, as it were ....Well, didn't that just stink of a person too proud, or perhaps too scared, to face opposition in person'

Rakeesh My proposal one month ago to the Council was just that - a proposal, in hopes that we might be able to stop a great evil that threatens the city and my district. I would have welcomed counter-proposals, ones from those wiser than I - such as Fionna - to aid those who are suffering. All I have received, instead, is hatred and refusal to accept this threat as real. And so, tonight, I have brought my evidence to bear before you.

LadyAjaBird ::grins a bit and sits right in her chair, remaining pretty quiet.::

Zack. His brow rose a touch now.

Candy Hart She said nothing, her face giving away no thoughts.

arthour :The Nexus returned him to his seat. LIstening intently to Rakeesh now, he frowned in concentration:

FioHelston She opened her mouth, and closed it, biting firmly on her metaphorical tongue.

Katt Her lips twitched violently at Rakeesh's words having to bite her tongue hard.

Khoom Vortiv Oh dear. This probably wouldn't end well. Siiiip.

Geoff Prost He simply sat back with an "oh crap" look on his face. This stank like hot sewage.

Ebon Ilnaren ::he leaned to speak softly to Colleen and Rhi::

Caroline Granger Anyone sitting near Caroline could probably hear her teeth grinding by this point.

NorseLady Generalizations. Interesting.

PrlUnicorn ::She leaned a touch to listen.::

Rakeesh ::The beast reaches for the linen sack before him and quickly unties it. He then throws it opens and reaches into the sack. What he pulls from it is a poll; dangling from the poll upon four chains are four hideous heads, horned and flesh rotten. He raises them up to show the crowd:: These are the heads of four slain Khul-din. For those of you not familiar, the Khul-din is a demon, specifically a servant of the dark God Myr'Khul. Allow me to explain just how serious this finding is, noting that I

Steve Armstrong Flecks of bright blue-white started dancing in the machinist's eyes.

Beatrix Howell "....Oooh beuuuurn..." She pursed her lips and nodded, goin' about her doodles.

KatrinaSilvers "Hmph.." Well. Not what she was first thinking. To be honest, that was a bit of a disappointment for her.

Rhiannon Brock ::Rhi glanced to Ebon and murmured something::

Khoom Vortiv Drat. It wasn't mimes.

arthour :Many, many blinks as the Baron pulls out the heads from his sack...:

Dill T Jones "...And the threat, is in this very room. Blargh!" He would do this to Abigail and Beatrix. Though he did it from an angle that was easily seen. He didn't want Abby beating him up in front of everyone.

Clayton Sheridan He stepped into the Hall just about then, dressed in his usual hoodie and jeans, feet left bare as he made his way for the nearest empty seat and settling into it.

Charles Blackstone Charles looked at the Khul-din softly. He shrugged just slightly at them.

Tenball (s) "Moaning Myr'khul." ::chuckle::

NorseLady If she was not a Viking, she might have stopped eating at this point in time. Instead, takes another bite of her banana bread.

KatrinaSilvers And in moment's, her PDA was in hand searching for information on these Khul-din and Myr'Khul

Rakeesh slew each of these beasts in the Old Temple District, the sanctified ground that gives power to the cultists and mages of Myr'Khul. The Khul-din may only be summoned by extremely powerful Necromancers that worship Myr'Khul. These creatures feed off of CHILDREN. Specifically, they feed from their dreams. Let me explain, specifically.

Katt Her eyes slid over to Ten sternly.

Issy ::Seeing Rakeesh's show-and-tell, she inhaled and leaned forward to rest her temple against her fingers::

FioHelston "Time."

Chryrie Nightstar ::she pauses in her chewing as she eyes the rotting heads, then just continues. She's seen worse::

Edward Batten The blue-grey eyes settled on the heads, a frown tugging at his features, though they didn't appear to particularly bother him. He'd seen worse.

NorseLady "By the gods," softly said.

Katt A hand quickly went and smothered over her face. This was done so..wrong...

Beatrix Howell "Bloody Heads! Andt Theur Jim Dandies, tooh!" Despite the goofball reference, she got far too wicket of a grin at the heads, far too interested in the dream-thing....aaaand then-"Bawwgh, andt it wos jost gettin' goot! Booooo!"

Nayun Nayun looked with much interest to the heads, though her partner hadn't the same stomach. Dawn grasped at her mouth and dipped her head to the side, looking as if she had gone in the second she realized what wwas being shown. Nayun blinked.

Khoom Vortiv In all honestly, Chryrie's probably eaten worse. But, the less thought about that the better. Siiiip.

LadyAjaBird ::rolls her eyes a bit.::

Zack. A glance to Fio as she called time, as he remained quiet with another sip. Charles got a brief nod.

PrlUnicorn ::She murmured to Ebon::

Charles Blackstone charles grumbled just slightly about the whole necromancy thing. Hel ooked at art for second

Koyliak ::scrunches her nose at the display, glancing over at Matt for his take::

Caroline Granger She rolled her eyes at the theatrics, glad that the Governor was holding firm on keeping to her time limits.

Geoff Prost Geoff grimaced and turned to observe the looks on the faces of those around him. It seemed rather odd that nobody else seemed particularly bothered by the headsicle.

Chryrie Nightstar ::well, her own cooking could be considered worse, yes::

Abigail Dekker Between the goings on in the room, Rakeesh's collection of severed noggins, Dill and Bea, it was only a matter of time before a grin found her lips. It hurt so good. Placing the tip of a finger against her tongue, she drug down a vertical, invisible mark in the air.

Rakeesh Khul-din are invisible to the naked eye, only seen by children. They so sneak into homes at night. To feed, they sit on the child's chest while it is sleeping. The child screams and its parents believe them to be in the throws of nightmare. But the beast feeds from the child's mind by extending its tongue into the ear canal. It returns, night after night, prefering children with magical ability. These Khul-din are quite large, which suggests that they have fed in Old Temple ....often. And so....

KatrinaSilvers There was an eyebrow raised to the baron, eyes flicking to Fio for a moment.

FioHelston She stepped forward, crossing the hall to stand between Rakeesh and the audience, to hiss a question at him after snapping her mic OFF. "What in the nine hells is this" You throw this proposal at us last month, without bothering to show up and explain it, and then pull this without any kind of warning or explanation of your intent?""

Myria Graziano ::she blanched:: $^%&. ::at the show and tell::

arthour ::Glancing back at Charles, he looked back at Rakeesh and Fio. Listening closely:

FioHelston "I said TIME."

Steve Armstrong "She said time, {Expletive}!"

Rachael Douglas Her notes included brief but detailed sketches of the severed heads. And a side note, Ρεάλ αποδείξε&# 953;ς ή κατασκευ&# 940;ζονται για να ξεσηκώσε&# 953; τα φαντάσμα&# 964;α"

KatrinaSilvers There was a low whistle, and not another comment

Rakeesh I ask the Council....::lowering the heads once again and taking a deep breath:: What do YOU propose to do about this threat' ::with that, he swallows, and calmly hides the heads in the sack once again.::

NorseLady Glances over at Steve, then snickers.

LadyAjaBird ::well, this had become something Aja had no interest in, so now she was daydreaming::

Issy ::The Scathachian shot a scathing look to Steve::

Zack. " Meow. " Murmured to watching Fio.

Tenball ::seeing the stern look from Katt, he fell silent::

Anya M The baker stood there holding her stomach and watched things unfolding.

Caroline Granger "Oh, for gods' sakes ..." Caroline muttered under her breath. Rakeesh Sah Tarna was going downhill in her estimation all the time.

Charles Blackstone Charles shook his head just slightly. He had never heard of these beasts, and he is a powerful necromancer.

Katt "How about have a lick of common sense.." It slipped and she couldn't help it.

FioHelston She stared at him, patently disbelieving and waiting for an answer to her question.

Nayun "I am confused." A look to Candy.

Rakeesh ::And with that, he sits once again and ties the sack before him, eyes lingering upon the surface of the table.::

Beatrix Howell "Keep Tawkin'! Baby 'eads! Mowrre abaout baby 'ead ea-tin monsteurs! Ai loffet!"

Katt A hand shot up with a pointed look at Fio.

Candy Hart "Lion's are bad at tellin time..." Casually said.

FioHelston She was waiting.

Xenograg :: enters quietly and stands in the back of the room ::

Artemus Kurgen Takes an extended drinks from that flask. Must be something good in there.

KatrinaSilvers "Well, this didn't take long to go downhill." Was muttered.

Rakeesh ::He finally looks up to Fio and answers, calmly:: I have attempted to share my evidence several times, Fionna. Each time I was told that I should quiet myself. You, yourself, have said so.

PrlUnicorn ::Colleen was not phased by the severed heads. However, she eyed Rakeesh like he'd sealed his own fate in some manner:: ::

Caroline Granger So ....not only bigoted and arrogant, but rude as well. Was there any point to having this meeting if he wasn't going to behave like a civilised, polite, intelligent being" Assuming he was an intelligent being.

FioHelston "That is a lie."

Beatrix Howell "Goot thing effryone can goh blaymin' 'im feur bein' racist abaout matcheck, that way we wohn't nowtuss them beeyin' bigots."

Nayun "I am confused more about the creatures. Do they cause harm or simply eat on negative feelings?"

Charles Blackstone Oh it was about to get heated in here.

NorseLady Leans to the side, looking at what Rachael just wrote. Then nods at the sketches, and side note.

Rakeesh ::Looking at the woman with almost pity in his eyes as he retorts:: I am sorry. It is not a lie. The last attempt was on Twilight Isle, just days ago.

Katt She was patient and would keep her hand raised for a while.

Marc Franco ::Marc sat calmly, shoulders relaxed away from his ears, eyes watching the faces before him.::

Nayun Her words were to Candy. She then furrowed her brows and looked to Dawn, who seemed to be busy hiding her face. "You are a woman of Adenna, show pride." She snatched her arms away so she would be forced to see what was currently happening.

BrynnHawthorne She sat back, crossing her arms in front of her, toe tapping idly against the leg of her chair.

Zack. His brow rose to that, but held hs tongue.

FioHelston "I suggest you find the security tapes. Because I told people to let you have your say."

Candy Hart There's a moment of consideration, then she shrugged her shoulder. "Maybe y'can interview the Lion later."

Dill T Jones "That was perhaps the most lovely thing I have ever seen." Rumbled to no one as he leaned back and offered Chryrie more of the caramel corn. Another inhale of smoke from his handrolled rather than air. "Should of just dropped the heads and not referenced them at all. Like they were a set piece." A slow nod there, as he exhaled smoke.

Rachael Douglas Slice of banana bread was taken with a murmured word of thanks and set aside for the meantime. Notes continued to be taken.

KatrinaSilvers She leaned toward Zack, speaking quietly. "Do you know anything about these creatures and this god he mentioned?"

Rhiannon Brock ::Rhi glanced toward Marc. She was waiting to hear what he had to say when he was called upon.::

FioHelston She glanced toward Marc, seething quietly. She still had not turned her microphone back on. "Would you like to address the hall?"

Zack. " That she did. " Voicing his supoort of Fio on that.

NorseLady A smile and nod in reply.

Charles Blackstone Was there a flying bit of banna bread flying across. He nodded towards shy with a smile.

Marc Franco ::A warm smile to Fio and a nod::

Nayun "Perhaps." Would be all she'd say.

Zack. He then looked to Katrina. " Nothing, but Fio did tell him that he could continue. I was there. " Murmured to the woman.

Rakeesh Do you truly believe that your words that night are what matters right now, Fionna" I have brought a legitimate concern before the council, and as the community wished, I have withdrawn my own proposal on how to handle the matter. I would be grateful to hear others' now.

Chryrie Nightstar ::she accepted more caramel corn and mumbles back to Dillon:: I wonder if he'd let me have them. I need some new decorations in my dining room.

Katt Her hand lowered down and she clasped them in her lap.

Rhiannon Brock ::She murmured:: There are security cameras on the Isle"

Rebuttal " Marc Franco

FioHelston She turned her mic back on. "Mrc Franco will now address the hall and the council. Councilor Franco, you have ten minutes."

G "There's an Isle?"

Max Eisenhardt He pushed away from the wall and found a chair behind Rachael. He leaned forward to speak softly to her. "I wonder if the bounty goes up for any now willing to assassinate the good Baron, and honored councilmen."

Issy ::Her dark head nodded as Rakeesh spoke::

Marc Franco ::Marc rose to his feet, offering a flash of a smile as he clasped his hands before him.:: Hello, my fellow citizens. As most of you know, I am Marc Franco. I am a local small business owner and I have called RhyDin my home now for six years. Katt Sharp green eyes turned to Rakeesh, landing like a hammer...She suddenly wanted to have personal words with this ..fella.

Marc Franco What many of you do not know is that my interns and I are not human. What we are, what we can do, and where we are from is not important to this story. The important part is that we are magical. If this measure were to pass, myself and each of my interns, including little Intern Pumpkin Head and little Intern Bang, would be forced to go into a government office to register ourselves as magical beings. Unfortunately, this would not be the first time that I have been asked to do such a thing.

Rakeesh ::Inhales slowly through his nose and allows his gaze to settle upon Marc then, listening intently.::

NorseLady Sends a salute to Franco.

FioHelston With that, she walked back to her spot along the wall, plainly ignoring the continuing argument to listen to Marc.

Rather than deal with a small and specific group of criminals as criminals should be handled, he believes that labeling, tracing and restricting the movements of ALL magic users in his district is the way to prevent this.

Caroline Granger Sympathy filled her eyes as she watched Marc, hating that he had felt the need to even mention this painful memory, much less expose it in detail in such a public setting.

Rakeesh ::His lips cross into a thin line at Marc's statement, and his brown eyes grow glassy.::

Artemus Kurgen Openst he flask back up and inhales softly, looking perplexed soon after and gives the insides of the flask a gander. "Butterscotch ripple?" he mutters, then looks at the crowd to see if anything ambiant threw off his spell.

Marc Franco But say he is correct. What is to prevent these criminals from simply crossing a street and taking themselves into a different district of the city' Nothing. The logical step, if registration would actually work, would be to expand his proposal to the entire city. It sounds reasonable, doesn't it' Reasonable. That's what my family had said of a similar measure back in my home world.

Marc Franco He said himself that not all of those involved in these criminal attacks in his district five years ago were mages. So why single out all magic users for the actions of a few" Because fear begets fear. Fear is not reasonable. It is not rational. It is only a few short steps from the Baron's 'small' proposal to deal with mages in his district to the kind of irrational prejudice that truly leads to civil unrest, violence between neighbors on a mind-boggling scale, and yes, genocide.

Ebon Ilnaren ::he had fallen still and silent, listening to Marc::

Marc Franco I ask the Governor, this Council, and this city not just to refuse to pass this proposition but to rebuke the fear that it emanates from. The Baron's backhanded apology is not acceptable. FioHelston She had to clear her throat to continue. "That concludes the argument and rebuttal. At this time, I would like to ask the council to speak its mind. Please keep your remarks to five minutes. We'll go in order. First up is Councilor Horne or her second."

Abigail Dekker The gingersnap had seemingly produced a cigarette out of thin air. For as spirited as Bea seemed to be, Abby would have made a killer statue were it not for the movements of her hands and the enventual inhale, exhale rise and fall of her chest when the smoke was lit. Her cold eyes glistened, still in their sockets.

Edward Batten She wasn't the only one, but in this forum all he could really discuss were the political motivations. The rest of it...well. His eyes traveled around the members of the council, stopping on Ebon, Issy, Rhiannon, and finally Katt, giving each a meaningful look. There would be another, separate meeting another time to discuss the evidence that had been presented here tonight, and what could be done about it.

Caroline Granger Caroline rose to her feet to speak. "Despite the Baron's unexpected retraction and change of direction this evening, I had already prepared the comments I intended to make, and I see no reason to change them." She glanced down at her notes briefly, and began.

Caroline Granger "I have three points to make. The first - the conflagration that resulted in such appalling scenes five years ago was, as the Baron himself states, a religious war. While many of the followers of Myr'Khul may indeed have been mages, not all of them were, and it does not follow, therefore, that all magic users are predisposed toward the same belief structure and the same intolerance toward others which is so severely reflected in Baron Sah Tarna's letters and public addresses on the subject.

Caroline Granger "To express such a view is an opinion and nothing more. To attempt to give rise to public policy supporting this generalized and unfair opinion of all magic users is scare-mongering, and causes more damage than it prevents. The Baron's concerns about the followers of Myr'Khul may, indeed, be valid, but his methods of bringing his concerns to light leave much to be desired.

Caroline Granger "Secondly, for many people - many, not all - magic is something they are born with a predisposition toward. If the Baron felt so keenly the need to victimize and punish the innocent along with the guilty purely for making use of the gifts their genetics have given them, why magic users" Why not elves, or humans, or those with brown eyes" They have no more control over their own genetics than those born with a predisposition toward magic.

Caroline Granger "Again, it is not magic that makes the followers of Myr'Khul so very dangerous, though yes, for those who wield it, magic plays a part. It is the beliefs of those who follow Myr'Khul that is the real danger. As soon as anyone starts to believe themselves superior to anyone else, for any reason, trouble is bound to follow, and fanaticism can be found in all walks of life.

Caroline Granger "Lastly, I would like to express my concerns as to the apparent lack of interest from the Baron of the Old Temple District with regards to the attacks made upon the people of his district as a direct result of his public proposal to screen and register all magic users. There have been deaths, serious injuries, severe mental and emotional trauma, much of which has been handed out to children. The victims are both magic-users and non-magic-users.

Dill T Jones Why else do you think Dillon wants demons to flourish in this town. It's a ready food source. With the prodding and pointing out like he was a bad student, he did quiet down. A bit and had the capacity to look abashed. There has to be a lobby for people who eat demons.

Charles Blackstone Charles was trying something daring. He simply tried to shift the heat from candy, which he could feel, towards himself, and then inward.

Edward Batten He nodded to Katt, leaning to murmur something back to her.

Rakeesh ::The liontaur folds his hands into one another upon his lap, focusing intently on each speaker in turn. Rarely does his countenance change, and he does his part to remain calm.::

As Caroline mentioned, there have been many incidents of violence resulting from those inspired by the Baron's proposal, or those who sought to take advantage of it; the attack on my son and Colleen's granddaughter was only one such incident. I agree with Marc that an apology, a real one is warranted.

Candy Hart The heat from Candy never seemed to fade, must as the lad pulled it to himself.

Nayun Arm shifted back to rest beneath the fabric of her kimono. Crossing under her chest, keeping herself a little warmer. Her eyes closed and head bowed to listen to what was going on around her. Metal fingers of her left hand tapped lightly against the handle of her blade.

Edward Batten He stood when he was called upon, clearing his throat softly and looking around at the Council members and the members of the general public assembled to watch the proceedings. "Now, 'fore Ah b'gin, Ah'm gonna ask dat y'all let me get to de end o'what Ah'm gonna say 'fore de uproar starts, 'cause Ah'm perty sure dis ain't gonne be met wit' approval from ev'ryone." He let that sink in before he went on. "Personally, Ah t'ink de idea itself's not a bad one, per se.

NorseLady Looks at Batten when he stands up.

Zack. Gaze moved to Batten not saying a word.

PrlUnicorn I understand the concerns that Rakeesh has regarding the lack of punishment for the heinous acts committed by some magic users. I always believed those concerns are real and not simply the act of a paranoid mind. Evidence to that effect has been presented. However, his desired methods of dealing with his concerns are what many citizens have questioned and disagree with.

NorseLady Looks at Colleen.

PrlUnicorn His method looked to punish citizens that were either born with magical abilities, therefore have no choice in the matter, or those that have been taught to wield magic. I would wager those of the latter type would not be detectable by most scanning methods as magic does not always surround them.

PrlUnicorn Rakeesh Sah Tarna is a perfect example of those people who cannot make peace with past events. The people of Rhydin, Old Temple residents in particular, have not forgotten the acts of Myr'Khul, Vanion Shadowcast, and their followers.

PrlUnicorn That does not mean that all citizens have the desire to level punishment of some sort on all mages for the acts of some that took a dark path. That line of reasoning encourages acts of violence against citizens, regardless of their age or standing in the community.

PrlUnicorn While I doubt Rakeesh intended to make war on children, it's clear that he did not think his proposal through and did not learn from the same past that he claims others are choosing to ignore. I remember Proposition 37, clearly, he does not.

PrlUnicorn To sum up the rest, compromise is necessary as is caution. Working together as a community against a criminal element, magical or otherwise, is prudent. However, assuming guilt until one is proven innocent is a bad way to business no matter who is investigating or pointing fingers. It's the equivalent of disturbing a hive of bees that are simply collecting pollen and a good way to be stung by otherwise peaceful folk.
