Well he'd thought over some things while going through the few copies of last year's audits he got to keep from working under Minister Starblade. There was a definite area for this to pan out and be controlled. Three drafts later he was ready to send the proposal over to Fionna's office.

While more than aware you've gotten dozens of different ideas for the small business pool. I think I've come up with something that can not only be controlled and monitored, but establishes a continued use for the pool.

Why not set it up like a loan service. The money that comes from the different sources goes into a pool and that money can be loaned to small businesses as emergency funding. Like how Caroline Granger's shop was bombed, funding can be granted for repairs. A pipe bursts in the winter and a bakery or restaurant doesn't have the overhead to cover the cost, then they can file with the department in charge of the pool.

They file with a trusted source and the money can be returned at a reasonable rate that fits in with their budget. Also these funds can then be monitored by the FLA as check and balance system. The funding is limited obviously and so must be strictly handled. This same fund can be singed over as loans to first time business owners to start up.
