Topic: Mission impossible

Ewan had been given, and accepted, a task. Security, or in some instances, military advisor to the governor was not a position easily taken up. He knew his efforts would be, for the most part, futile, but that did not mean that while he had the time given to him he would not try to make some positive change.

The first task, however, was to get at least fifteen minutes with the governor not being seduced, or seducing, someone so he could offer his ideas on security of the city. A city, he sighed at the thought, that was as mutable as its governor. There was a brightness to the thought as well, because that means underneath the ever changing trends of this ocean of society, mostly good resided.

On this gamble, he approached the governor's office in the hopes of either finding Kitty there or scheduling an appointment.

She was in her office, signing off on the pile of paperwork she'd been left by Erin and Chicken. There was some elf sitting there across from her babbling about how his company would like a grant for some sort of experiment they were performing. She didn't even know the details because she'd been only half listening.

"Mister Carlensal, I'm sure your establishment is respectable and everything, however any and all grant requests must be submitted in writing so my accounting department can go over it. It needs to be in great detail as to what you're doing, why, and what your expected outcome should be. Now, if you don't have anything further to discuss...I bid you a good day."

The elf looked rather put off and completely insulted. "But I wished to have this directly approved by you! You're the Governor."

"Yes, I'm the bloody Governor. Which means I have more on my plate than contemplating experiments and their monetary needs. These rules are in place for a reason, sir. So follow them." Her very tone showed she was losing patience and fast.

"FINE!" The elf got up and stormed out of her office, past Ewan.

Kitty shook her head with a mutter and then nodded to Ewan. "Hey. Glad to see you. Sorry I've been so hard to talk to in the Inn lately...but as you can see....." She motioned to the piles of paperwork around her along with the planner that had more scribbles in it than one could count. " I'm so busy with this crap most of the day that I'd like to at least have my evenings be of a more enjoyable nature."

She leaned back in her chair then, setting her pen down. "So what can I do for you, Ewan?"

The flustered and frustrated elf was watched and, perhaps unduly, marked. Rarely, though, are those who are turned away by authority happy with answers they are given, and some can take matters in their own hands. Better to know of him now then afterwards.

Ewan turned to give an understanding nod to Kitty's predicament with wanting nights away from burdens of office, he stepped inside. "I see you have plenty to do, so it might be better if I make an appointment." A half smile twists one corner of his mouth upwards, "But will it," one hand moved to indicate the papers on her desk, "really ever improve?"

He did not sit, because that might cause her to think this would be another lengthy conversation that would delay her. "In light of the unlikelihood that it will, I will try to be brief. This city has enough groups and individuals of skill to cover the streets twice over. Therein lies the problem as they are going over the same places and not coordinating the efforts. We need a blanket of information and protection over this city, not a web. There also needs to be some control on the information that gets out — random posters everywhere about the latest horrible scene does not help." He shakes his head, "Of course, I doubt anything can be done about that. Still, I hope that a method of communication and coordination can be built among groups without thwarting their autonomy."

His hands drifted out from his sides, a motion a man might make at the end of a battle he will not win, "I do not know if my plans will work, but I have started the first steps with some friends of mine. They can be the viable link between groups. The difficulty at first, will be simply meeting with the groups and getting them to trust me with information."

He had spoken more than he typically does at one time, but he was aiming for brevity in a large topic. "What I need now is your support in what I attempt. I can write, if you think that is safe or you have a safe method for me to do so, to tell you details of my plans."

Kitty looked at Ewan. Her expression was a mixture of being perplexed and wanting to burst out laughing.

"Ewan....you know damn well I trust you completely. You never need ask for my support. You always have it. If I didn't trust you, I wouldn't have even asked you to take this position, let alone be so persistant in getting you to take it."

She laced her fingers together before placing the clawed digits under her chin. "I've already expressed to Guard Captains that I wish for them to work with you. The hard one to pin down, as always, is Brian. If you like, I can ask Isuelt to speak with you about the patrols the Scathachian sisters and their supporters are doing."

Her eyes lowered to the paperwork that threatened to drown her. "And to your first question...by the time it improves, I shall be out of office. I just hope those who follow me appreciate how hard this is."

Ewan had not known Kitty trusted him so deeply, for in his mind, he just happened to be the one that gave in to her persistence. The mild smile came and went, only lingering vaguely around the corners of his mouth. "I will meet with the Guard Captains to weave them into the system starting to form. If you could let Isuelt know I am interested in speaking with her on such matters, I would appreciate it."

He had more of a respectful distance from the Scathachian, but his role in many things was changing of his own volition. "I also intend on speaking with Brian if nothing more than to inform him of new resources he may have at hand." A vague roll of one shoulder, he sighed, "Unfortunately, Kitty, there are few people here I trust, so it might be of some help if you could let me know others you think might be helpful when they come to mind."

He glanced over his shoulder to see if any more lingered in the doorway, then looked back to her, "Harold Lowe has offered his assistance as well." There was a pause to see if the name brought any reaction whatsoever so he might know if the man were a viable possibility.

"And if you have nothing more for me, I will set about my duties so you can return to yours." He awaited anything she might have to offer, even laughter.
