Dear Ebon Ilnaren,

I am writing an extending a formal invitation to you in the hopes that you share a common concern and belief that all races are equal. I am starting a gathering to discuss what would be needed and collect ideas and needs to create the Racial Equality Act for Rhy"Din. It is my goal to see this Act written and offered up to the people of Rhy"Din for consideration and implementation in a similar fashion as the Fair Trade Act by former Governor Al-Amat. This is regardless of my standings in the electoral race and not dependent on if I win or lose. I simply want to see everyone treated equal and not subjected to the fear and violence of racial persecution and hate.

I would like to host this meeting at the Great Hall but I know many are busy with campaigning and personal duties. If we could all gather Friday, the 30th, at around 8pm Rhy'Din Time I would like to ask you all your thoughts on the following questions that came to mind for such an Act to be considered:

1. Can we use the Welcome Center that processes all new comers as our Racial Database to document all listed races within Rhy"Din currently and news ones arriving daily to keep the Act valid no matter the day, month or year" 2. Do we classify all inhabitants of Rhy"Din as "entities" given that many are both living, undead or incorporeal (Phantoms, Ghosts, Spirits, ect.) 3. Basic rights that an entity should be allowed" 4. What classifies as sentience in regards to safe guarding various races predated upon by other races as food in natural habitats or home worlds but seen as barbaric in the Nexus realm of Rhy"Din" 5. What can be done to ensure those that want equality are kept safe when they are threatened or harmed" 6. What happens when they are hurt" 7. How is this act implemented or brought to the public without appearing tyrannical or imposed"

These are just some topics I would like to discuss and get your feelings and valued thoughts on. I encourage you to bring your own questions and suggestions as well to help formulate this gift to Racial Freedom. I make no claims that I know all processes or how these formal actions are done. That is why I am reaching out to you to help me come together in a united front to show unity in the face of a reoccurring issue in Rhy"Din City. Will you lend me your support and sponsorship? You may send me a declination if you are not interested or withhold your presence at the meeting. I hold no ill will. If you are interested, please reply back to me with your intent for support and sponsorship and any addition thoughts or questions to add to the discussion for the meeting.

Sincerely, Ammy Loraine Spiritor Alchemist's Fire Complex

Dear Ms. Spiritor,

Any public proclamation or act supporting equality in Rhy'din has my support and I will gladly participate. However, I would note that Friday the 30th is when I am planning to host the Gubernatorial Debate, so while I am certain that this issue will be in the forefront on that evening, you may wish to schedule another time for this meeting.

As for how to implement the REA, well, Rhy'din's legal structure is haphazard to say the least. In truth, the only real law in Rhy'din is that of public outrage, and that is what you you have to cultivate. The realization that Bigotry Is Wrong. That hating others because their appearance or blood is different is Wrong. The Fair Labor Act was a document signed by many citizens of Rhy'din because they believed that slavery was wrong, and in their outrage they refused to support it. Did that act eliminate slaving in our city' Sadly, no. Will the REA eliminate racial hatred? No. It will, however, show both the bigots that they are not welcome, and show their victims that they are not alone.

Please let me know if you have any further thoughts, and also when you wish to reschedule this planning meeting. It's a worthy cause.

Yours in service, Ebon Ilnaren Governor of Rhy'din

Dear Ebon Ilnaren,

Apologies about the conflict in dates. I agree that a reschedule for the REA meeting would be best. Would September 28th around 8pm be better" Give a chance to see who is surviving preliminary voting and perhaps give any candidates attending that made it to the Gubernatorial Debate chance to use what is heard for any questions that surface"

Candidate Will Somnia brought up concerns with the implementation of the REA and that is why I had that as one of the points for discussion as I too am concerned on how to implement it. I noticed that with the Fair Labor Act when I got a copy that it was for those businesses willing to participate and well, inhabitants are not businesses.

Candidate Somnia and I were discussing a rough idea of perhaps having the REA on public view whenever it is completed and voted upon for the public to view. Then per chance treat as common sense in the way the Watch functions in its current capacity when something violent happens, like murder, mayhem, etc. and investigations start.

It would allow flexibility, as you say give those actively participating in Bigotry a fair warning that the public may not tolerate continued acts for long. It is all still very much fluid at this state and needing more input from many that I have reached out to.

That said, let me know if September 28th around 8pm will work better or if we should schedule later and I will make a public announcement. By now my letters should have reached many that I've wanted to contact and they should be listening for word from me.

Sincerely, Ammy Loraine Spiritor, Alchemist's Fire Complex

Ebon Ilnaren, Governor of Rhy'Din City

Dear Ebon,

Apologies for the delay in getting back in touch with you since the first meeting publicly about discrimination and the proposals I had brought to you. Some of the suggestions and concerns brought up in the meeting were quite valid. So I am sending you this letter, keeping you in the loop as quickly as I can to show you a side by side comparison of what the proposal is evolving to, at least in my mind.

This information is being announced at the meeting and has not been publicly been made aware of in the flyers like the first meeting. I am wondering what you're thoughts are on this transition from one path to a more publicly, what is the word, hospitable one"

Initial concept:

Acts of Equality:

1. Can we use the records from the Welcome Center that processes all new comers as a possible Racial Database to provide a comprehensive list of races within Rhy"Din currently and continue to document news ones arriving daily to keep the Act valid no matter the day, month or year"

2. Do we classify all inhabitants of Rhy"Din as entities or sentients given that many are both living, undead or incorporeal (Phantoms, Ghosts, Spirits, ect.)

3. What basic rights are considered given to all to be Equal" a. Housing" b. Education" c. Food" d. Employment" e. Pursuit of Happiness" f. Freedom from Discrimination" g. Protection against violence by other races that wish to harm based on ethnic, religious, cultural, genetic or mental bias"

4. What classifies as sentient in regards to the Acts of Equality' Would the safe guarding of various sentient species be needed to prevent predation upon by other races as food source that was natural in their prior habitats or home worlds but could seen as barbaric in the Nexus realm of Rhy"Din"

5. What can be done to inform and let those being harassed that they are heard, they aren't ignored and that someone will do something if asked to step it. Or ensure those that want equality are kept safe when they are threatened or harmed"

6. What happens when they are hurt or injured by prejudicial violence"

7. How may this Act be implemented or brought to the public without appearing tyrannical, law like or imposed like an iron hand"

With the public's voice and consideration here is a revision I wish to call the Rhy'Din Safe Zone Project:

1. Establish Safe Havens or Safe Zones for anyone feeling unsafe to seek shelter in:

a. Try to seek out Safe Haven or Safe Zone locations to be established in each district of Rhy"Din.

b. Seek out Barons of each district as well to see if they will be willing to assist in establishing or providing Safe Havens or Safe Zones.

c. Clarify and enforce that the Safe Haven or Safe Zone accepts everyone regardless of what they are and they will not be judged, they will receive aide, shelter and care.

d. Mark each Safe Haven or Safe Zone with an identifying Icon or Mark that will be publicly known to all as sanctuary and neutral ground to any seeking shelter there. That violence of any kind at those sights will not be tolerated and suppressed firmly by any means deemed necessary by those in charge of the Safe Haven or Safe Zone.

2. Establish Evacuation Means for anyone feeling unsafe to use or contact for extraction to a Safe Haven or Safe Zone:

a. Potential additions to the RTS routes if possible.

b. Alternative means of access to Safe Havens and Safe Zones

3. Safe Zone inclusions for any existing business or facility that wishes to voluntarily display a Safe Zone Icon or Marker:

a. Businesses or Facilities can voluntarily sign up to be a Safe Zone.

b. By signing up and displaying a Safe Zone Icon or Marker, the Business or Facility declares that they will not withhold services from anyone based on what that customer or client is.

4. Safe Havens and Safe Zones, where permissible and allowable could offer:

a. Self Defense Classes

b. Safety Awareness Education

c. First Aid Courses

d. Basic Emergency Situation Training

e. Counseling for Trauma

f. Basic Self Defense Items if Requested

g. Listing of all Self Defense Classes offered within the districts each Safe Haven or Safe Zone is established in.

I know it is quite a lot and I am not sure if this is progress or if I am driving myself to the edge of insanity?
