The following letter was couriered to all GAC Members and their designated alternates and CC'd to one Dib Jaster Aurene and to the leaders of the Stars End Port Authority on Sunday morning. It included a copy of the letter sent by Councilor Alain DeMuer on Friday, along with additional information about the situation as it developed over the weekend. Signatures were required for delivery.

Good morning, members of the Advisory Council,

By now, you have all read the missive from Councilor DeMuer about the crisis unfolding with the evacuation of New Brittany. I cannot recall another incident where the evacuation of an entire nationstate into another was ever necessary or attempted. However, you will see from the intelligence reports enclosed with this missive that the situation for the Newbretons is dire.

I have, by separate missive yesterday evening, sent confirmation to the Baron and the Council of St. Aldwin that RhyDin stands ready to assist these people to the extent of our ability to do so. The first shipment of foodstuffs and water was dispatched this morning, but there must needs be more.

Many of you represent organizations with large resources. In this crisis, I am appealing to you to do what you can to further assist these efforts. We will begin a public appeal for volunteer aid workers and smaller donations from the citizens tomorrow.

An emergency situation room has been established in the suite of offices adjacent to mine, near accounting in Town Hall. All aid efforts should be coordinated through that office. Dib Jaster Aurene, who has served as our Chief FLA Auditor for the past year, has been put in charge of managing the logistics of our efforts. Should any of you be able to assist, he will be your primary point of contact.

To my fellow Councilors,

We must make every effort to help the Newbretons, not because it is to our advantage but because it is the right thing. Prior to receiving this message from Governor Helston al-Amat, I had sent a private letter myself to Baron DeMuer, pledging any aid I can muster. Now, thanks to the Governor's efforts, we have an office through which we can channel that aid.

I have contacted some of the noble houses of my prior home, inquiring as to what resources in food can be given: smoked meats, grains, dried fruit. In keeping with the Baron's wishes for secrecy, I have only reached out to those I can trust to provide aid without questions as to the reason, save only that it is for the relief of suffering. Once I have estimates of what can be expected, I will make arrangements for transport to Rhy'din or directly to Saint Aldwin, as directed by Master Aurene's office.

At the risk of offending or pointing out the obvious, I do have two suggestions. First off, there is the problem of potable fresh water. We have access to water aplenty, but it is saltwater from the ocean and not exactly fit to drink. However, there are several among us with access to either technology or magic, or both, that might be turned towards the purpose of removing the salt and purifying the water for the benefit of the Newbretons. Secondly, the need for blankets and cots was mentioned, and I suggest that Councilor Granger, being the head of a textiles guild, might be a good choice to spearhead efforts in the regard. These are, of course, only suggestions.

Baron, Governor,

Where as I can see this is a worthy cause I cannot, in good conscience, bring this to the members of the district I currently hold in trust. As you must be aware Rhydin is suffering its own economic crisis and I have focused my efforts on providing work and encouraging local commerce initiatives so that Seaside will weather this storm. Indeed, I can say that the Seaside Barony is one of the few that has no homeless wandering its streets and has reached a new low rate of crimes than has been seen in the area for years.

That being said, I do have some small abilities that could assist in the cleansing of salt water to fresh and would be willing to offer up my services. I request that it be done quietly as I do not like to advertise those particular skills.

You may, or may not be aware, that my seat is currently under challenge and I assure you that my assistance will be given whether or not I still retain the trust of the Barony.

Message couriered to Baron DeMuer, Governor Helston, Dib Jaster Aurene, and GAC Councilors, containing a shipping manifest for 15,000 blankets; numerous assorted bedding, including pillows, sheets, and quilts; and 10,000 assorted cots and camping bed equivalents; as well as a list of 67 volunteers offering their aid to the overwhelmed barony.

Please find enclosed details of the resources requested that GrangerGuild currently has available for shipping. In addition, an agreement has been reached with the Tailor's Guild in Nyan'Din - should the Barony of St Aldwin require clothing for the influx of refugees, GrangerGuild is prepared to provide the materials for the Nyan'Din Guild to use in order to fill that need.

My apologies for not responding sooner; I wished to have resources to hand and ready to ship before putting the Guild behind this. Please send details of the delivery location, and the shipment will be sent. The volunteers will bring their own resources, as provided by the Guild - please note, they have all been vetted by our mages and security staff to avoid introducing any unknown element into an already volatile situation.

As you are likely aware, the Barony of Battlefield Park is not a thickly populated area. However, there are private resources available to us and the following will be provided:

500 prefabricated buildings from Harker and Hall Architecture. 3000 each of the vaccines requested will be brought in via the Misfit Squadron based in Stars End.

1000 tons of fresh produce, meat, and diary products provided by Navarra Farms. 25,000 gallons of potable water will also be provided. The farm offers assistance in transporting other donated goods via four tanker trucks and other vehicles as well as drivers and cargo movers.

Lasher's Restaurant will provide kitchen facilities and, temporarily, staff to help feed the refugees and volunteers.

Greetings.

I have heard back from those whose aid I requested previously, and have a tally of supplies immediately available, as well as additional resources that will be ready within a week.

available now: 400 tons of grain (primarily wheat) 200 tons of dried fruits 400 tons of smoked meats

Another shipment, doubling these amounts, should be ready in seven days. I have arranged transport between worlds, and will work with Master Aurene to ensure that the supplies are delivered promptly.

I have also been working with another source, my friend Eregor, to obtain fresh water. He has advised me that his tower's systems can filter and purify approximately 5000 gallons per day.

Finally, I have gathered 56 volunteers to assist in construction and in distrubution of supplies to the Newbretons.

Less than two weeks ago Councilor DeMuer petitioned the City and members of the Government Advisory Council for aid for ten thousand refugees coming to his country. He requested the following:

5,000 tons of food 100,000 gallons fresh water + purification supplies 10,000 blankets and cots 500 prefabricated/semi-permanent shelters, 5 m x 10 m 10,000 vaccines each for major diseases - Mumps, Measles, Rubella, Polio, Tetanus, Diphtheria, Pertussis, H Influenza Type B, Hepatitis A, Hepatitis B, Rotavirus, Meningococcal, Varicella, Pneumococcal, Seasonal Influenza, RhyDin Bengu Fever Volunteers - construction, medical (arcane or non-arcane), logistics & planning

Since then we have received offers for

4,000 tons of food (2,000 additional tons to arrive soon) 25,000 gallons potable water & volunteers capable of purifying 5,000+ gallons daily 3,300 vaccines each for major diseases 15,000 blankets, 10,000 cots & assorted bedding 500 prefabricated/semi-permanent shelters At least 130 volunteers (estimated 150)

This leaves the Newbreton refugees only needing 6,700 of each vaccine type; in addition to the initial shipments of potable water, the offer of purifying thousands of gallons daily should easily meet the refugees' water needs.

What we have already achieved surpasses description. All I can say is that the Baron, myself, and all of our countrymen in St. Aldwin are deeply grateful for what you have done. As a country we always strive to offer a second chance at a good and comfortable life to those who have been denied liberty and safety, food and shelter and good health, through the many forms strife may take. In the future St. Aldwin and Dominion Exports, the company I represent, would like to help RhyDin offer the same. Hopefully we can speak more to those plans in the near future.

I will keep you all updated on the situation as it unfolds. At present over 1,000 of the projected 10,000 refugees have arrived. I offer my thanks again for your charity, and am, and remain,

I am writing on behalf of the Governor's Advisory Council. It has come to the Council's attention that there is need of assistance in Newbreton in St. Aldwin. It is hoped that Riverview might be able to offer aid in the form of vaccines and volunteers.

Still needed are 6,700 each of vaccines for Mumps, Measles, Rubella, Polio, Tetanus, Diphtheria, Pertussis, H Influenza Type B, Hepatitis A, Hepatitis B, Rotavirus, Meningococcal, Varicella, Pneumococcal, Seasonal Influenza, RhyDin Bengu Fever. Anything the clinic can spare or provide a source for would be greatly appreciated.

Governor Helston, esteemed Council members, and altruistic citizens of the great city of Rhydin;

It is with humbled awe that I write this letter of gratitude. Your emense generosity toward the people of St. Aldwin, and by turn, the proud citizens of New Brittany, has resurrected our faith in the humanity of your fine city. As of today, St. Aldwin parish and the refugee residents therein have received over 6,000 tons of food items (both non-perishable and fresh), 40,000 gallons of potable water, 4,000 doses each of various vaccines, 16,000 blankets, 10,000 cots, 550 prefabricated and semi-permanent shelters and over 200 selfless volunteers.

We of New Brittany are a proud people with a long and distinguished history; rugged though we fancy ourselves as being in our times of trial, we have recently found ourselves in dire straits and with waning hope. It has been your kindness and generosity that has given us the will and the inspiration to keep pressing on in our hour of need as we strive to settle ourselves in your benevolent city. Baron DeMuer has stated that this eminent city of Rhydin would enliven our spirits and galvanize our wills, and he was not wrong. Through your donations of goods, money, time and effort, our solemn barony has found itself uplifted as we soar to meet the challenges that this new world offers to us.

It is my understanding that Rhydin is a city of immigrants. To welcome yet another group into your gracious fold so bountifully, and so openhandedly is a thing of admiration. Rhydin has earned a galvanized place in the hearts of the once-citizens of New Brittany, as we sing your praises and laud your hospitality. May we ever live to give back to this distinguished city in its hour of need, though we pray that Rhydin never requires aid, but continues to thrive and flourish as a beacon of hope, humanity and honor. To Rena, better late than never had become a motto. So it was at this time that a courier arrived at the governor's office with a manila envelope that was to be delivered to her personally. Inside was two checks, each in individual cream colored envelopes: both to go to Alain-one for New Brittany and the other to go to funds to help with SPI. All three envelopes had the distinctive emblem of the DoD in the upper left-hand corner while the larger one had the governor's address in the center. Words had been spoken between the governor and the sage bean counter at the reopening and the deliveries would be made quickly.
