****SECURE AND CONFIDENTIAL**** ****OFFICIAL MISSIVE****

Good morning,

Sometimes, one needs the advice of their friends to keep them honest, and I fear I keep a few of you a little too busy on that count sometimes. There were things said in the heat of the moment last night which I never finished my thoughts about when the discussion grew heated. Alain very kindly pointed this out to me afterwards. I wish to clear up any confusion there may be on the topic.

I revealed personnel matters about a former advisor tonight that were, on the surface damning. And while I stand by the facts in the matter and my motivation for sharing them - we must be very careful with this situation and cannot afford a misstep - that information is not the entirety of the situation from my perspective and I would be less than honest if I didn't share the rest with you as well.

Yes, I shared false council information following the earlier incident. I did so AFTER confronting Mr. Kirost with what I had learned and hearing him out. None of the information which I fed to him turned up later in our intelligence. Barring any evidence to the contrary, I have to conclude that he kept his word after that and stopped. His assertion at the time was that he hadn't realized the rules. It is why I reiterated them multiple times last night.

I cannot know what provoked his comments last week. Mr. Kirost has gone through some significant changes over the past year. They are, perhaps, overwhelming changes. It is easy for me to ascribe human motivations to situations because that is a context with which I am familiar, but to be fair, Mr. Kirost is not human, nor is much of our city.

Cultural differences can have the same effect on perceptions. It does not excuse some decisions or change the consequences that may arise from choices made, but it is worth keeping in mind as we address our current situation.
