Frost laid down the front page of the newspaper he'd been reading. It was the fourth Rhy'Din newspaper he'd read. He leaned forward on his mahogany desk and stared at the small stack of printed journalism. Four different papers all with the same issues and cries of help buried in their new stories. Rhy'Din was burning.
"Samantha. Call a public meeting at the Den Circle and get in touch the Spiritor Family. I'll have messages shortly for you to deliver to them. Then I want you to bring over the official parchments so I can draft a letter to Rhy'Din City's Governor. Also, get me Commissioner Wolf and Fire Marshal Hibons." Frost called out in a cool, crisp voice of command.
The flopped ears and presence of a white and tan beagle head with blond curls for hair appeared as Samantha poked her head into Frost's office. "Yes Governor Shieldar. Do you want me to contact Foreign Affairs as well?"
Frost waved aside her question. "We've dealt with Rhy'Din City enough that we are beyond foreign affairs relations. Just see to my requests." Frost said.
Samantha vanished from his office door and Frost turned to write up several note cards for her eventual return. Samantha walked into his office a few minutes later, several pages of light blue parchment with Den City seal upon it as well as the seal of the Lupinossai Glade Territory. Frost took the parchment from her and handed her the note cards.
"Public address is in an hour and a half. Commissioner Wolf and Fire Marshal Hibons are on their way. The Spiritor family is declining all calls from our office. Shall I deliver your notes by hand?" Samantha asked.
Frost sighed. "That family is under a restructure of power. With that old goat Spiritor as head of the family he wont deal with anyone that is not a Spiritor in times of need. I'll send out my message in the public address. Maybe, just maybe some in that family still have a fondness for Rhy'Din."
Samantha nodded and took the note cards he handed her to send them off. Frost turned his attention to the parchment before him and began to write in crisp, courtly fashion.
To the Governor of Rhy'Din City, Ebon Ilnaren:
It is with sincere distress and sympathy for your city and citizens as I read about the fires ravaging your districts.
I can only imagine with so many fires that resources and manpower may be stretched thin. Allow me to offer you aid from Den City and the Lupinossai Glade Territory in the form of volunteers to assist your city during this time of need. We have many skilled firefighters, law enforcers, medical teams and elemental mages.
I extend this gesture of good will as a neighboring city seeing another neighbor in need.

Samantha knocked on his door and then entered with Commissioner Wolf and Fire Marshal Hibons. Frost folded up the letter and sealed it. He gave it to Samantha and she left to find a courier boy. Frost looked to the towering Orion Wolf, his current Commissioner in Law Enforcement and at the portly Scottish human, Pol Hibons.
"Gentlemen, I see a need in Rhy'Din City and I do not like to be caught flat footed when said need arises. Get me a list of your men that you can spare to volunteer to aid that city when the time comes. I have extended our help to their governor and I can only hope they will take it. Till then, get your lists and volunteers ready. And make sure they are socially accepting of working with other races. You're dismissed." Frost said.
Orion rolled his blue eye, a look of contempt on his muzzle but he held his peace, saluted and left with Hibons, both men discussing who was available to go.

Nearly Two hours later:
Frost took to a quickly erected podium in the Den Circle. He looked out at the crowds of people that gathered to hear from their governor. Frost fixed them all with his blue eyes and spoke.
"Ladies, Gentlemen, Lupes, Humans, Dwarves, Gnomes, Elves, Drow, Dragonkin and more. I have called this gathering together for a brief announcement. Rhy'Din City is having difficulties. She has several districts currently battling fires. Many of you may feel that this is no surprise or have an air of caring less about that city. However, it is feelings like those that grant darker disasters a foothold to take root.
We should all be standing together and guarding each others backs in this realm. The future is never certain and any division in unity can lead to complete failure and destruction. I have sent a letter offering aid to their city. If they should accept it, we will need volunteers to go and help them tame fires, reassure citizens and onlookers and tend to the injured and the dead. I am hoping you all will look into your hearts and perhaps your coffers as well to offer time or finances to help them cope and rebuild.
I am hoping as well to the many out there that are special among our brothers and sisters, to those once forgotten or even jaded heroes that call the Lupinossai Glade home. Listen. Listen well. Hear the cries of help and see the needs before you. That is all. Any volunteering please report to DFLEA HQ or the Fire Brigade Complex." Frost said and left the podium.
