Frost laid down the front page of the newspaper he'd been reading. It was the fourth Rhy'Din newspaper he'd read. He leaned forward on his mahogany desk and stared at the small stack of printed journalism. Four different papers all with the same issues and cries of help buried in their new stories. Rhy'Din was burning.

"Samantha. Call a public meeting at the Den Circle and get in touch the Spiritor Family. I'll have messages shortly for you to deliver to them. Then I want you to bring over the official parchments so I can draft a letter to Rhy'Din City's Governor. Also, get me Commissioner Wolf and Fire Marshal Hibons." Frost called out in a cool, crisp voice of command.

The flopped ears and presence of a white and tan beagle head with blond curls for hair appeared as Samantha poked her head into Frost's office. "Yes Governor Shieldar. Do you want me to contact Foreign Affairs as well?"

Frost waved aside her question. "We've dealt with Rhy'Din City enough that we are beyond foreign affairs relations. Just see to my requests." Frost said.

Samantha vanished from his office door and Frost turned to write up several note cards for her eventual return. Samantha walked into his office a few minutes later, several pages of light blue parchment with Den City seal upon it as well as the seal of the Lupinossai Glade Territory. Frost took the parchment from her and handed her the note cards.

"Public address is in an hour and a half. Commissioner Wolf and Fire Marshal Hibons are on their way. The Spiritor family is declining all calls from our office. Shall I deliver your notes by hand?" Samantha asked.

Frost sighed. "That family is under a restructure of power. With that old goat Spiritor as head of the family he wont deal with anyone that is not a Spiritor in times of need. I'll send out my message in the public address. Maybe, just maybe some in that family still have a fondness for Rhy'Din."

Samantha nodded and took the note cards he handed her to send them off. Frost turned his attention to the parchment before him and began to write in crisp, courtly fashion.

To the Governor of Rhy'Din City, Ebon Ilnaren:

It is with sincere distress and sympathy for your city and citizens as I read about the fires ravaging your districts.

I can only imagine with so many fires that resources and manpower may be stretched thin. Allow me to offer you aid from Den City and the Lupinossai Glade Territory in the form of volunteers to assist your city during this time of need. We have many skilled firefighters, law enforcers, medical teams and elemental mages.

I extend this gesture of good will as a neighboring city seeing another neighbor in need.

Governor of Den City, Head of the Lupinossai Glade Territory Council.

Samantha knocked on his door and then entered with Commissioner Wolf and Fire Marshal Hibons. Frost folded up the letter and sealed it. He gave it to Samantha and she left to find a courier boy. Frost looked to the towering Orion Wolf, his current Commissioner in Law Enforcement and at the portly Scottish human, Pol Hibons.

"Gentlemen, I see a need in Rhy'Din City and I do not like to be caught flat footed when said need arises. Get me a list of your men that you can spare to volunteer to aid that city when the time comes. I have extended our help to their governor and I can only hope they will take it. Till then, get your lists and volunteers ready. And make sure they are socially accepting of working with other races. You're dismissed." Frost said.

Orion rolled his blue eye, a look of contempt on his muzzle but he held his peace, saluted and left with Hibons, both men discussing who was available to go.

Nearly Two hours later:

Frost took to a quickly erected podium in the Den Circle. He looked out at the crowds of people that gathered to hear from their governor. Frost fixed them all with his blue eyes and spoke.

"Ladies, Gentlemen, Lupes, Humans, Dwarves, Gnomes, Elves, Drow, Dragonkin and more. I have called this gathering together for a brief announcement. Rhy'Din City is having difficulties. She has several districts currently battling fires. Many of you may feel that this is no surprise or have an air of caring less about that city. However, it is feelings like those that grant darker disasters a foothold to take root.

We should all be standing together and guarding each others backs in this realm. The future is never certain and any division in unity can lead to complete failure and destruction. I have sent a letter offering aid to their city. If they should accept it, we will need volunteers to go and help them tame fires, reassure citizens and onlookers and tend to the injured and the dead. I am hoping you all will look into your hearts and perhaps your coffers as well to offer time or finances to help them cope and rebuild.

I am hoping as well to the many out there that are special among our brothers and sisters, to those once forgotten or even jaded heroes that call the Lupinossai Glade home. Listen. Listen well. Hear the cries of help and see the needs before you. That is all. Any volunteering please report to DFLEA HQ or the Fire Brigade Complex." Frost said and left the podium.

The crowd was a buzz with murmurs, a stream of volunteers were already heading for the gathering points.

Frostad Shieldar: Recieving the missive from one Katt Batten, representative of Governor Ilnarens security staff, he set out for the meeting to discuss his offer of aid to Rhy'Din city. Acompanying him was his secretary Samantha who appeared to be an anthro beagle sat beside him in the dire wolf drawn carriage. Riding ontop of the carriage was his body guard, a drow, cloaked in a black cloak and black leathers. Frost and Samantha both wore charcoal gray suits with silver penstriping. The carriage soon drew up to

Frostad Shieldar: the Great Hall and the carriage boy let them out. Frostad and Samantha stood near the entry of the Great Hall, their body guard stood to the side, quiet and watchful.

Katt Batten: The hall was quiet and for the most part she was in and out from behind the hall bar, doing something or another. Patient..ever patient. By the time she was done the Hall was filled with the aroma of chocolate and spices. Once the pot was simmering the hot mixture she took to leaning on the bar, hands tucked into the pockets of her hoodie.

Frostad Shieldar: The drow looked to the entry of the Great Hall and left them for a moment to investigate. Stepping inside he followed the aroma's that indicated someone was in residence. Finding the bar and Katt leaning against the bar he spoke soft and smooth. "Are you Katt Batten?"

Katt Batten: Her head tilted and a brow arched faintly at the drow. Slowly she pushed from the bar, her stance taking on a more professional if not guarded stance. "Correct."

Frostad Shieldar: "I will return with Governor Shieldar and his
secretary." The drow departed and spoke with waiting Frostad. He nodded to the drown and the three of them entered the Great Hall to meet Katt. Seeing her, Frostad approached and offered a handshake. "Katt Batten, Security representative for Governor Ilnaren I presume?"

Katt Batten: She looked..mildly annoyed when the drove told her that and departed but her mask was easily replaced. She didn't move even as the three entered. Her eyes drifted down to the offered hand and quite frankly...she wasn't one for touching. Her hand twitched briefly before she reached out to take the hand firm but friendly. "If you wish to refer to me as such. I am more of his chief of security." Her eyes turned to those with Frostad before looking back to him. "I was not aware you were going to

Katt Batten: bring an entourage with you..." That was all she would say as she withdrew her hand and gestured for the seats at the bar. "Please..sit."

Frostad Shieldar: Frostad noted her twitch. "Appologies for insisting on a hand shake." He looked to his staff. "Await in the carriage." Samantha nodded and the drow escorted her away. Frostad followed her and would take a seat. "Sorry once more. Little information on the cabinet of Governor Ilnaren has made it to my office. As to the others, it is unwise for a governor to walk without security. I merely took a precaution. I have many enemies that would like to see me out of office."

Katt Batten: She raised a brow at him and a single shoulder rose. "I was simply not expecting them to be here." Felt slightly like her acts of security were being questioned but that was her. Frostad's own security would not see said security. It wasn't weren't meant to be seen but that was always the point of it. "Mrm..You apologize too much." Was single-noted as she moved behind the bar. "Hot chocolate or do you need something more heavy?"

Frostad Shieldar: "Hot chocolate was fine." He kept his expression polite and neutral.

Katt Batten: She nodded as she grabbed a mug and ladled in a thin layer into the mug before adding a sprinkle of cayenne. She'd let it settle long enough for the chocolate to harden some before filling the mug. A dollop of whipped cream and a sprinkle of cinnamon later she placed the mug in front of the man. "I asked you here today to speak to you about the letter you left for Ebon as well as the forces you offer. I do not feel a letter would explain everything."

Frostad Shieldar: He accepted the mug and sipped the chocolate. It was delicate and the flavors woderful. "Ah, something of a complicated answer then." he would nod to her.

Katt Batten: "That is part of the reason. The other is that I do not want you to assume or get the wrong idea." She didn't get herself anything for the time. Instead she was leaving him to relax and listen while she spoke. "We do appreciate the offer of the force but at the moment we have a rather huge supply of people at our disposal before your letter came in. With that in mind I have decided to tactially have your people on stand by for when they are needed. Support if you will. Having too many people

Katt Batten: will cause more problem than good and having backup is ideal in this sort of situation. I dare say it is important to have people on standby." As it would be with any battle but that was left unsaid.

Frostad Shieldar: "A wise tactic." He said to Katt. "My letter was merely a preview. A way to be in position to help as you say when it is needed." He said with no sign of upset. "I do have lists of volunteers in every facet of help possible. I can turn them over to you later for your own perusal and timing."

Katt Batten: "I would appreciate that. It will allow me to strategize better. Trying to stay one step ahead of this and people isn't easy. And I want to express, not only from myself, but from the people and the Gov himself. We do appreciate the efforts and help in this time. I was just concerned that you may think that I am placing your people on the backburner as if unimportant. That is hardly true."

Frostad Shieldar: "Ah. Your explanation I find no fault with. Prior governors may have felt snubbed, then again, just like with your city, Governors change, lose elections and different plans are put into motion. I will say this is the first time Rhy'Din City has actually made any effort to consider what we can provide."

Katt Batten: "That was our concern. People view things differently and many do not understand tactics or strategizing to make things more effective. If we were to put too many people on the field who would take over when they grew exhausted? Or unable to continue their duties? Then again.." She paused briefly and rose her shoulders, "I am less concerned with being in the limelight and my efforts being seen and more into doing what is right by the people." Her lips twitched into a ghost of a smile. "I'm

Katt Batten: weird like that I suppose."

Frostad Shieldar: Frost gave Katt a nod of respect. "A sign of a true court servant. I serve a similar goal. My letter was not to further my legacy or to point to me in what I could do. I simply saw that a city near our own was in trouble. We have so wanted to help time and again, but many in our city have been jaded by some social issues that will occur in a melting pot realm. Offering aid is often a good way to stir the pot and show new promise." He sipped more of the cocoa.

Katt Batten: Did he just call her..servant? Give her a moment. She actually looked as if she were muleing this over. "I am not so sure I would call myself a servant. More like a pain in Ebon's side." She just made a joke! Hell musta froze over. Hands clasped behind her back she'd tilt her head a bit. "I am familiar with being jaded." More than most realized. "But if they are jaded they need to think on the reason why." Her chin dipped as she looked to the mug to see if he needed a refill. "Do you mind if

Katt Batten: when I gain the information that I share it with the Gov? I would like to keep him in the loop."

Frostad Shieldar: "By all mean. Share what you feel is needed." Hearing her mention the servant issue, he chuckled. "I forget that this realm doesn't do many courtly processions and callings for Kings. I was a royal court servant, so the term is a bit ingrained my mind." He offered the mug for a refill. "Quite a tasty blend of cocoa you make."

Katt Batten: She'd pick up the ladle and reach out to carefully refill the mug. "I am from a place where kings still rule. Where I was born to be exact. I was commander of two armies." Almost three but that was neither here nor now. "But..to be called servant. I haven't been called that in years. Though..I guess to the people I am somewhat of a civil servant." Her lips twitched when he spoke of the hot chocolate. "Fresh made chocolate just for today. I have made the batch to be transportable if you wish to

Katt Batten: take the rest with you."

Frostad Shieldar: "I would be honored to take the batch of cocoa." Frostad smiled.

Frostad Shieldar: "I've never found the word 'servant' too disturbing then again this circles back to being in a multi-realm. How long have you served with Governor Ilnaren?"

Katt Batten: "I suppose because I spent most my younger years as a slave..and some view slaves and servants in the same light..." Turning she turned off the stove and placed the lid onto the pot. The lid had two clasps that would hold down the lid firmly. She craned her head thoughtfully. "If you were to ask Ebon he would likely tell you that I took on the responsibility before he made it offical..without asking." Which was somewhat true. "I have served as a sort of security for more than one governer,

Katt Batten: however. Granted Ebon really doesn't need me to protect <I>him</I>. He can protect himself just fine."

Frostad Shieldar: Frost nodded, understanding where Katt came from with the servant word. "Yes. Slavery and slaves. A very hostile topic in our own city founded by free'd slaves." he said. "Ebon sounds like a very self-suficient soul."

Katt Batten: "He is a good man. A good friend. You should try and meet him one day. Come to one of the GAC meetings." She offered out as she placed the pot on the bar. "Do..you have cellphones?"

Frostad Shieldar: "Indeed we have cellphones and computers. Thanks to one of our founders. She's been working hard to make our culture adaptable to the rest of Rhy'Din."

Katt Batten: She nodded and dug in her tattered messanger bag to grab out a paper which she'd offer to him. "In case you need me or wish to get in contact with me."

Frostad Shieldar: He accepted the paper. "I will add this to my contact list. What is a GAC meeting?"

= Katt Batten has entered the room =

Katt Batten: "The GAC is a meeting that the Gov does once a month for people to speak their concerns to him or inform him of other things. Births, celebrations, etc. You would get to meet him in person and see how things are done at a meeting. They are normally held during the first or second week of a month." She raised a hand to her ear before lowering it with a grunt.

Frostad Shieldar: "I see. I will try to attend one." He noted the gesture. "Am I keeping you from duties?"

Katt Batten: "Just being informed of the time. We should close up so we can both get back to our duties and families though." She glanced to the door briefly before looking to him. "It has been a pleasure, <I>Monsieur</I> Frostad." She treated him not like he was a man of power but as a person. Because to her that is exactly what he was. A person. Didn't mean she was going to be rude!

Frostad Shieldar: He stood and smiled to Katt. "Mooyaa Paamaat Batten." he said to her in Lupesh with a very casual tone as if addressing a friend or family member. "Have a safe night."

Katt Batten: She had no idea what he just said but she'd bow her head to him respectfully. A hand gestured him to the door, apparently going to escort him back to his people. She..didn't do jobs half-assed it seemed. On her way out from behind the bar she grabbed the pot and offered it to him as well.

Frostad Shieldar: He'd accept the pot and walk to the door. "Thankyou, packmate, Batten. In case you wonder. Many do when Lupesh is spoken." He'd walk with her to the carriage he had. "Give my best regards to Ebon. I'll gather those lists in a few days and send them to you."

Katt Batten: She would see him back to his people and the carriage, her hands tucking back into her pockets once they were free of the door and outside. "Ahh. Yeah. Thanks." She tilted her head a bit and nodded. "I shall do that. Have a safe trip back home, yes?"

Frostad Shieldar: "I shall. Nice meeting you." He gave her a bow and was soon admitted into the carriage and settled. The carriage would pull away and vanished into the night.

Frost sat at his mahogany desk at the governors office of Den City. He was in direct meetings with Orion Wolf, his current Commissioner of DFLEA and Fleetian Wolf, the ongoing liaison Den City had with the outside world in the matter of Foreign Affairs. Samantha, Frosts beagle assistant was sitting stiff and proper, dictating the meeting in progress, adjusting her silver rimmed glasses as her furred fingers worked the keys of the tablet she had in front of her.

"Gentleman, the matter at hand is still one of concern. Foreign Affairs is reporting a rising number of civil unrest protests in Rhy'Din City, many having gone violent. Now may I ask what our options and contingencies are?" Frost asked in a direct matter. He gave a hard gaze to Orion Wolf.

Orion popped his neck a few times and drummed his fingers on the table, presenting the governor with his leather eye patch instead of his ice cold blue eye. "All respects, Governor, DFLEA has seen no evidence of protesting in our city and we've heard no reports from Fang Wood City nor any disturbances from the Lupinossai Glade Territory. People would be of idiotic stupidity to commit to such protests about these areas. The equality laws and rules we have in place ensure fairness to all residing in our city in all things including the severity of punishment. A violent protest starting anywhere in our jurisdictions would be snuffed out in ten minutes with incarceration, possible summary execution on the spot for anyone that took a life. This whole insanity is isolated to that rats nest of Rhy'Din City."

Frost raised a brow slightly. "So you're military and police assessment of this foreign threat is to not worry? You've indicated that protests could happen, though the results would be a swift reprimand for violence. This does not fill me with confidence that our citizens and our territories are safe from this sickness that is growing more and more in Rhy'Din City." He looked to Fleetian Wolf now. "What is your assessment of things from Foreign Affairs, Fleetian? How are things really going in that city and abroad?"

Fleetian looked a bit unthrilled to be in the meeting with Frost, much less sitting next to his adoptive brother and some of the issues they still were coming to terms with. Never the less he gave a polite nod of his blue haired head, his red eyes regarding the governor.

"The situation is a difficult read, Governor Shieldar. It is not a simple black and white matter to cast an answer to. A multitude of gray tones overshadow the events that have gone on. Since the start of the elections for Rhy'Din City, the schisms between human superiority and inhuman inferiority has only increased." Shi waved a gray furred hand over the desk and before them wavered a glowing graph marking two axis, one for time, the other for marked events in Rhy'Din City due to conflicts over racial issues and protests.

"As you can see, the incidents spiked around the week before the final election and the consensus of the public was that it would burn out and all would resume to be normal. It did for a small amount of time, as the graphing shows, it fell for a short time, then picked up again though the motives or why it has started again is unclear. It is similar to the tattered Humanity First groups ideals that ran for governorship. As usual, with more unrest going on, and in typical fashion, Rhy'Din's usual make up has provided a veritable tinderbox for hostility and violence.

While many have claimed to protest peacefully, many protests have mutated to something other than peace. One thing to note though, Governor, is that we've gotten reports from several clinics in Rhy'Din City of treating injuries inflicted by these protests upon various citizens of our own city. Citizens merely shopping, commuting, doing business, trade or education. My own wife was assaulted twice in the same day, her business threatened, the whole street threatened, and she was even gunned down at the academy she teaches at for simply not looking human. She is well though and has recovered fully over the holiday time. That said, though, Rhy'Din City is a danger and a threat to our citizens during this time."

Frost leaned in to look over the graph then looked to the open folder before him at the articles from various news sources covering the violence that had increased in Rhy'Din City since the election period. He went over the articles slowly, reading each one with care then considered the words from both Commissioner Wolf and Foreign Affairs Wolf. He leaned back in his chair, placed his hands together and wove his fingers tight in thought.

"So we have a situation were travel to a large city that supplies a lot of commerce is no longer safe for our citizens as well a potential for this madness to catch and spread within our own territories. Recommendations boys?" Frost asked.

Orion looked from the governor over to Fleetian then back to the governor. "I know in the past you have opened and welcomed all to Den City as a safe haven during times of hardship, but given how these protests are keen on happening rapidly and the violence without warning, we may have to consider the term 'civilian terrorism' a real possibility. Several of the violent protests have a cross section and feel of public terrorism to them, inflicting the most shock and awe possible in either a physical or psychological way. My suggestion? Shut down our territorial borders, and restrict access to check points. Full use of Psionic screening for intent."

Fleetian scoffed a bit. "So basically, you want to lock down the entire Glade Territory, Den City and Fang Wood City and treat everyone like a suspect? How do you expect that would reduce the chances of protesting erupting in our areas?"

Orion crossed his arms, giving Fleetian a hard stare. "It would work, if Foreign Affairs issues a restriction on travel, an embargo on trade, and declares Rhy'Din City a war zone too hazardous for any of our citizens to travel into until they decide to behave like adults and manage their affairs like they should!"

Fleetian rolled hir eyes. "What you ask for is almost tantamount to declaring active hostility on another nation you imbecile. Rhy'Din City has not done any direct threats upon our territories to force such severe restriction as an embargo. To do such would be seen as active piracy blocking any trade into their region. Travel restrictions are possible though. We can make a public announcement, Governor Sheildar to urge all of our citizens to avoid Rhy'Din City for the time being unless it is urgent business while hostilities cool down. But outside of this advisory, anything further would be too aggressive in the eyes of other nations." Fleetian counseled for reason.

"Who's side are you on, Fleet? Are you taking the side of Human lovers? You forget who made us? Did you forget why our races even exist? War, pacification and lock down. We go in and dominate for the glory of the Human Empire. Have you forgotten what our origins were?" Orion growled.

"I am on no one's side but my city's and my nations. Do you forget that we have plenty of humans that are citizens of our city that live in perfect agreement with the rest of our citizens? I have never been a human lover, but I have never been a human hater either. They cause me no grief, I cause them no grief, we move on and live our lives. Yes, humans made us, but they weren't pure humans either. They were Humarans, genetically modified by their own hands to survive their own stupidity of wars, and may I remind you, brother, that our races were left to fend for ourselves as they forgot about us and moved on to better things. We may have been made for a solitary purpose but we have evolved to move on and do more or have you forgotten how to be civil!" Fleetian snarled.

Frost gave a small applause, his clapping paws in slow, sarcastic rhythm. "Well done you two. It is nice to see that the heir of Wolf is still trying to bury a hatchet in the skull of the heir of Spiritor. Remarkably stubborn and dense. Insightful though. Now, settle and sit. You both have made valid points to consider and implement. Orion has validation in closing our borders some. We will still take in people wanting a haven, but funneling them through a few key check points with some psychiatric evaluation and support would be of use. Travel restrictions are also in order as Fleetian has mentioned several of our citizens have been harmed by these protestors and it would seem Rhy'Din City has no intentions of reigning in the civil unrest or doing much about the violence.

That said, it is agreed that anything further would seem too aggressive and even with our heritage, we are not the, how to put it in Earth terms, UN Task Force. We are simply our own people with a unique set of cultural and genetic skill sets. However, Fleetian, you may wish to draft a public notice in addition to the one to be given about travel restriction and checkpoints. The additional one, to be held in reserve should be in regards to what will happen should protests move beyond containment in Rhy'Din City to the outlying areas of the realm and appear in our towns. I believe, should they fail to police their own petulant children and the tantrums thrown by them spill into our homes for us to clean up, then embargoes and public displays of what will happen may need to happen. Will you take care of that Fleetian?"

Orion and Fleetian settled but both were none too happy. Fleetian heard Frost and sighed. "I will work something out for both public announcements. I hope for our sake we do not need the second announcement."

Frost nodded and he looked to Orion. "Orion, start deactivating redundant portals into our city and territories. All major routs for both shuttles, foot traffic and carriages are to have a minimum of two checkpoints with Psionic users stationed among the guards but keep the scans passive. As you've mentioned, first signs of violence, drop the hammer hard and show that we are a nation that means business when it comes to safety, laws and the protection of our people."

Orion gave a snort and a short nod. "Gonna piss off a lot of people with some of the routes and portals off, but better safe than swamped with protesting idiots."

Frost smirked. "Yes, well, protesting idiots could be any of our own citizens. Everyone is treated fair and equal. If they wish to act out of line and break laws, then they will treated quite fair and equal, in jail. Now then, you two are dismissed. Oh, and Fleetian. If your wife is getting this much harassment, we do have plenty of space in Den City should she ever change her mind and relocate her businesses out of Rhy'Din City."

Fleetian stood and gave a small bow. "I'll relay the message, Governor, but you of all people know that my wife's business is her own and she does as she wants."

Soon Fleetian and Orion were out of the office. Samantha finished the dictation and placed the meeting report into a folder. Frost leaned on the desk to look over the articles more. "Some days, Samantha, I wonder being governor is worth it."
