27th Division Meeting Room, 7 AM, Roll Call:

Hope stood at the lecture podium among a sea of noise. She had 20 officers assembled for her first roll call and not a one of them had addressed her when they came in. Her browns ticked over each of them, mostly rookies and a few on probation for infractions she'd reviewed. They all seemed interested in chatting with each other, eating hastily grabbed pastries, breakfast sandwiches or coffee. Phones were out and no one was looking at her.

"Ahem! Officers! Roll Call will begin now. Ahem!" Hope said loudly and clearly.

One rookie looked at her and snorted and went back to ribbing his buddies about a wild night out at a few bars. Hope could distinctly smell him and his list of drinks wafting through the room. She rolled her eyes, this was ludicrous.

"Attention!" Hope said at the top of her lungs.

The group quieted, for just a moment to regard the yelling woman at the podium. Then one rookie, a perky looking brunette piped up.

"Can we just leave already. Captain Ravenlock isn't showing and we don't have time to take orders from his secretary. I have a few appointments to keep with my stylist." She said.

Hope's eyebrow ticked up a moment. Okay, maybe she could let one snark go by. Another officer, a middle aged sergeant on probation leaned back and yawned as he spoke.

"C'mon. Can't we get some loosening up in this regime? Brian runs us all ragged with polished boots and brass. Besides, he's leaving, just like all the other do-gooders at the other divisions. You wont last a week in his shoes, girl. So just dismiss us and let us do some real work." He said.

That eyebrow shot up more and Hope face palmed for a moment. She was seconds from standing in front of Brian's desk explaining why she throttled half of the room, but no, she wont be accused of being that kind of tyrant. Oh no. The jabs at her, fine, it was typical jockeying anytime leadership changed up. The snipes at Brian though made her mind snap a bit. She quietly left the podium as other officers started in the heckles, the excuses of this being a waste of time or that she was unfit to command a paper bag.

"You will all stay put till I return." Hope said loud enough that they all heard her. More whoops and jeers were thrown at her.

She snagged a passing Lieutenant to close the door and not let anyone out. The confused man nodded and gave her a salute seeing the Captains bars on her lapel. Hope then did her best determined stalk to the weapons locker that could be done with a limp and a cane. Thank the gods she didn't have the lame brace anymore.

Hope returned to the Lieutenant a few minutes later and she thanked him for watching the door and relieved him. Hope went into the room limped back up to the podium to a sea of more jibes and protests of wasting time. She stood at the podium and put in a pair of yellow ear plugs for shooting guns on the firing line. No one noticed as she anticipated. She looked to them all again.

"Settle down for Roll Call!" Hope snapped out.

The reaction was the same and Hope let the comments die down as they all went back to their chatting or other distractions. She gave a small sigh and from her jacket a pair of very dark sunglasses was and the put on. Then she withdrew a standard issue flash bang from the armory and pulled the pin.

"5, 4, 3, 2, 1 . . ." She lobbed the flash bang into the center of the room.

The room and the rest of the central offices may have gotten a good ringing as the flash bang went off catching the rookies and probies off guard, many falling to the floor off their chairs, others rubbing eyes and holding ears for a moment or two disoriented. Hope took off the glasses and removed the ear plugs and returned them to her jacket.

"We are taking roll call boys and girls. Sherry Molo . . ." she started taking roll call for the morning patrol teams.

27th Division Meeting Room: 1 PM, Beat Cop 101:

Hope stood at the podium and addressed the assembled rookies before her. Most of them were attentive after the flash bang incident last week during a roll call she had taken.

"We'll get this meeting under way quickly, I know many of you are starting your first patrols today in Rhy'Din city. I just wanted to go over some key points that may keep you and your partner alive as you adjust to your rolls in law enforcement of this city. So lets get down to the brass tacks."

Hope moved to the dry erase board and started to right out some numbered guidelines.

#1. Most people will hate you for being a Watch Officer.

Let's talk about this for a moment. You all joined because you want to make Rhy'Din safer, brighter, happier. Noble goals and something worth striving for. Now then it's time for a reality check. We are in a realm where most people view crime in shades of gray not right and wrong. Also, a good portion of people you will meet are friends with a handful of future criminals and you better believe they won't turn on their buddies. Many will even cover and hinder you in your job capturing criminals. Do not fret. It's part of the job and you'll need a thick skin to shrug off the comments flung at you.

#2. Rhy'Din Laws, if any, are Guidelines.

Whoa, whoa, whoa, put the hands down. This is a hard fact here. Rhy'Din really has no criminal laws. What it does have is a general belief in common sense and that if you break common sense, well you should be punished for it. Our jobs is take any usual criminal laws and apply them like guidelines and see just how far things bend before getting involved. You'll learn this more as you work your beats.

#3. Do not be a hero. Wait for Backup.

Looking at this room I know for a fact that one or two of you will come back from your beats injured. One of you may even come back dead. I am not sugar coating this rule folks. Rhy'Din is a dangerous city and realm. Mythical creatures everywhere. Every known race, creed, religion and agenda is out there and they've gathered into this city like a powder keg. If you notice trouble, you get onto Dispatch and you call in for help. You might think you have the scene covered until you find yourself harpooned by a pixie sword, and up against a wall by Minotaur while a few rogues show you your guts. Not to mention the magic wielding hot heads. So. Call for backup, sit tight, then proceed in force.

#4. Don't fire unless you can account for your actions.

Without going over the powder keg situation again, keep your side arms holstered during your beats. You are not a military force. You are not out there to intimidate and aggravate the populace. If you do find yourself in a situation to discharge your sidearm, you will be reporting to me and telling me why you had to do so and it better be to save your life or to fend off someone shooting at you. We want Rhy'Dinians coming to us for help, not adding to the problems.

#5. Bribes lead to an instant drop kick.

You take any bribes from anyone while doing your duty, you are out that door, stripped of rank and gear as well as a personal note sent to all divisions invalidating rehire. So don't take a bribe. It's not worth your job.

#6. Minimal involvement to insure maximum situational control.

This might be a new concept, boys and girls, but it is not our job to police the populace. Simmer down. We are here to protect the mundane people from themselves. The spell slinging folks seem to self manage their groups just fine. What this means is a change in thought and protocol when on your beats. If you see something going down, say a bar fight or a throw down in the streets with a lot of people around, ask if assistance is needed. If not, then allow the populace to manage their own business. If assistance is asked, step in and assist. If you cannot ask someone or notice a fire fight is breaking out, call Dispatch and keep aware of the situation. Only step in if more than three people are going to get hurt by the actions of others or if the surrounding area is about to be destroyed.

#7. Magic does not play nice with electrical equipment.

This is a simple one to remember. If you are hearing static on your radios, you are around magic being used. You'll have a harder time calling Dispatch or using investigative instruments. If you need to investigate a crime scene heavy in magic, then ask for MCSI to send a team over. They know how to handle the magical fluxes that mess with our equipment.
