The 27th Special Operations Division of the Watch would find on their doorstep a well sealed box. The box was simple cardboard, labeled for the director of the division only in a crisp, precise penmanship; no return address. On the top of the box, taped to one flap was a single white envelope in the same style of script simply addressed

To: Whomever finds this box first,

This box is not a trap, nor explosive and it is free of any chemical or drug concerns your superiors may have. Please hand this box to the head of your Special Operations, 27th Division of the watch. Within are items pertaining to the recent deaths at the Osiris Club, at pier 20 of the Docks and the arson of Warehouse 20.

Sincerely,
Vel

If the box is destroyed upon discovery another will find its way to the division offices in the near future. If the box is not destroyed, then within the box the following would be found.

Clippings from any of the local news papers covering:
A report on a local teenager killed on the streets of West Side supposedly by a thieving biker gang pleading innocence.

The shooting and death of Tony Menisty, owner of the Osiris Club known for peddling undead for pleasure as well as the deaths of five men in a gray pickup truck in front of the Osiris Club.

A report on 7 found dead at the smoking remains of Warehouse 20 with an 8th body charred and unidentified.

A report by the captain of a ship, The Glasgow Harlequin, at pier 20 describing to news reporters that their was automatic gun fire, screams and explosions at the warehouse.

A missing persons report on a dock worker, Melissa Lowan, missing since her night shift at the docks around the same time of burning of Warehouse 20.

Also inside the box were several small, plastic camera roll containers, sealed and labelled: Brimstone, Lotus Kiss, Dragon Drool, Demons Kiss.

Further more was a small pouch of gold coins all stamped with the head of a Russian Czar circa 1819 and clear envelope displaying a photocopied ID of Melissa Lowan's dock permit and picture.

Last but not least was another white envelope, sealed and labeled in the same hand script for the director of the division.

To the Current Director of Special Operations, 27th Division,

Before you are articles you may or may not be familiar with. Reports you may or may not have seen. I am bringing to light a serious drug cartel working healthily in Rhydin City and they are not being stopped. I blame no one in the Watch, for this cartel is ancient, old and well disguised. Therefore I have moved against them and taken my first steps to stopping them. The article clippings included in this box bear testament to my tenacity and resolve to put an end to this cartel. I regret to inform you that in my course of actions, a woman was needlessly killed in a fire fight. Be sure the gold is sent to her grieving family.

The containers that are sealed are but several variants and the base drug known as Brimstone. You may be thinking 'what is new about drugs in Rhydin'? I strongly urge you to send these samples in for analysis and identification so you may be aware of them being used in your public. Don't fret for your human population. Human's do not suffer from this drug unless mixed with one of the many human variations of drugs. Instead, Brimstone impacts your non-human or mixed race populace. Its effects vary widely from intense pleasure to inducing a berserk rage and even swift, rapid death to any with a slight allergy to it.

If you want more information, drop a letter into the mouth of the gargoyle statue asking what you want to know at the cross street of Wagon Wheel West and Smithy Way.

Sincerely,
~Vel~

?Well, mon capitan-uh oh? What are we lookin? at here, Bri??

The self proclaimed Queen of Mithra Mayhem in all her glory was in rare form as she sifted through the contents of the rather mysterious box that had been delivered to the literal door step of the 27th. She hummed a little song to herself as emerald orbs carefully catalogued every bit of those news clippings.

?Damn home slice, if these are I think they are, we got some busy little bees down there in Dockside. Wonder why the 19th ain?t reportin? any o? this mess, or maybe they just can?t get their heads out o? their @sses long enough to see past those dinner tables they like so much. Well, I dunno who our delivery boy is, but I kinda like this Vel?s approach, even if he?s out there vigilantin? like your boy Batten.?

Rummage, rummage?

?Lessee here, killed teenager on the streets? Biker gang and? Hey I remember that one! One o? my lostest boys knew that poor kid. We always thought it was just a gang thing and left it alone, y?know? Kinda stuff that happens all the tim? hello what?s this??

Emerald orbs widened, as Kerri looked over another piece of news. ?Hey, this is ?Do ?em Dead Tony!? I know this fool! Or I knew.. Well, I knew of him, I mean he?s dead now, but he used to pimp dead chix for the sex. Piece of s**t that one was, we?re all better off without that sick bastard? Undead sex, I mean really? I mean unless he was partnered with a lube comp? Sorry, got carried away. Hey lessee, what else? Hmm.?

?Damn, Brian...?

More, and more articles were tugged from the box and glanced over. Kerri then looked to Brian and spoke once more.

?This guy isn?t just vigilantin? he?s straight up gone ?Frank Castle? on this biatch, yo. An I don?t mean those suck butt Lungren films either, I mean straight up Romita Junior?s Warzone, baby. Bro, this is the real deal. I mean damn, look at this! We got canisters of film I think, and other stuff and these articles.. Damn.?

Then the eyes of the mithra widened yet again, as she pulled out a sealed envelope. Looking to Brian, Kerri handed the letter over.

?An it looks like he?s got somethin? for you too.?

Brian Ravenlock

?I?d have to agree with you on the 19th Ker, but I also need to remind you, that they have some good people there. Even if there hasn?t been a follow up on the fishermen bodies, despite the fact we gave them everything. No sour grapes, mind you. Just a fact or two.?

Brian sat there, and just watched the mithra do what she did best as she looked over everything and quickly went to work putting what she had together in some manner or another. Which to some would look more like a kid tearing up a box of old toys at a flea market sale, but Brian?like a select few others, knew far better than that.

The method to Kerri?s madness was quite the complexity unto itself, and would just as soon cause people to shake their heads and walk away, rather than wait and see it for what it truly was.

A most amazing display of investigative poetry in motion.

Brian was hardly inclined to stop such an event, and allowed the mithra to peruse to her own ends, knowing the results would prove damned fruitful, as they had time and time again, before. And it seems by the sound of her revelations, Brian was right in his decision. The Captain nodded to his Lieutenant, taking in what she said with a heavy measure as he scribbled a few notes down in regards to what she had imparted upon him.

?Let?s see what else we--- something for me?? Brian raised a brow in somewhat of a surprise, as he accepted the sealed letter and took a closer look at it.

?Well you are the director of the division, aren?t ya? So what?s inside??

?Well if it?s a severed head, I?m going to be sorely disappointed? Close the door before we open this, please.? The letter in hand was put towards the light, as Brian took another close inspection of it.

Closing the door, Kerri looked to Brian as she padded on over. ?Oooh, secret squirrel stuff!?

Ignoring the comment, Brian opened the envelope carefully and pulled the contents out. ?A letter it seems??

The envelope was set aside, and the letter opened as Brian took a moment to fish around his desk for something. Yet before he could find whatever it was, Kerri took it upon herself to comment. ?Cut the %^&$ short Brian, you know you don?t need em. I swear man, you kill me with those glasses o? yers you know? Playin? the part an all. Sides, you know anyone worth a few years in this places already knows you don?t need em, it?s all them nub-cakes that keep callin you ?old man? that don?t know any better. So let?s get to the readin? man, what?s it say??

?Alright, alright??

And read, Brian did.

?To the Current Director of Special Operations, 27th Division,

Before you are articles you may or may not be familiar with. Reports you may or may not have seen. I am bringing to light a serious drug cartel working healthily in Rhydin City and they are not being stopped. I blame no one in the Watch, for this cartel is ancient, old and well disguised. Sincerely,

Vel??

Brian finished and remained silent a bit, as he looked over the words again and again. Kerri to make a point, hefted the small pouch of coinage, which caused it to jingle a tad. ?So this is for the girl here, and the containers are samples. Now I really like this guy, Bri. I'll make sure her fams, gets the loot.?

Folding the letter once more, Brian looked to Kerri and nodded softly. A hand lifted to rub at his temple, as he responded to his second.

?A vigilante with a personal agenda, possibly--- and a conscience.?

?Mrow??

?Don?t do that again, Lord knows someone else does that all the time? Anyways, yes personal. This isn?t random, just look at all the work involved and more so, a ?testament to my tenacity and resolve?? No, I?ve a feeling we?re looking at something damned personal and it isn?t something we can simply look away from, either. This cartel information doesn?t sit well, and some of this does fit in with some of the local reports we had from the smaller clinics in the area of the Dockside, and WestEnd. Something with several possible variants makes this more the concern.?

Brian sighed a bit, and looked to the box as he lifted from his chair and pulled said box close to him. ?Let?s do as he suggests and get this over to the University, and if they aren?t available try the Center for Disease Control, or at the very least let?s keep them in the loop just to be safe. The medical reports suggested non human patients were afflicted with uncontrollable seizing and then death, some reports listed assaults in the process as well, by the patients prior to their deaths. Mind you, this is simplified on my part?I need to pull the reports and we?ll go over them again, but I don?t want any scares with people thinking this is a disease of some sort, when it?s a damned drug? Sh*t..?

?We?re short, Brian? Serah is still on leave with her man friend and whatever that junk was, and we?re still working the missing person deal with your subject from the old market and that?s now countin? this Bhaal crap the family?s movin? with too.?

Nodding in agreement, Brian looked to the contents of the box once more. ?We?ll deal, we always do. For now, this stays here and quiet. Find Waterman for me, and get his @ss in here and see about grabbing Cyrus too. Let?s also reach out to some of the other Divisions ?DB? units, but only those we can trust to keep their mouths shut? We?ll need some beat cops too. Some that know Dockside, and WestEnd like the back of their hands and like before, some that will keep their mouths shut. Waterman can assist with that, I know he?s got people.?

?Copy that, Boss! Anything else??

?Yeah, I?m gonna sent a letter to Vel??

?You gonna go all ?Magic 8-ball? on him??

?No, I want to meet him personally? And I want to help him??

?You what!??

?You have your orders, Ker. Take care of em, please.?

?Sir.?

Taking the containers in hand, Kerri slid them into a pouch she had beside the desk, taking care to make sure they were secured. With a somewhat puzzled expression she watched Brian a moment more, and then turned and took her leave, closing the door behind her as she did so. Word would be sent to Alex Waterman and Cyrus as well and the ?reaching out? to other division personal would proceed as requested.

Brian was left in the office, looking at the clippings and the medical reports he had mentioned earlier. Notes were scribbled, as he continued to look back and forth from the various documents. This was a good amount to take in, but the facts all lined up much the more so, than before. If this was to come to an end, it would have to be with a large degree of cooperation between Brian?s people, and this Vel person. It was Brian?s hope that Vel, was of the same mindset and more so, would agree to meet the Captain face to face?

And just like that, a letter found itself inside the mouth of a gargoyle statue as per Vel's instructions...

Vel,

I?ve received your package and letter, and I want to thank you. I?ll keep this to the point, from one likened party to another. You and I need to meet, and discuss this further. Your terms, location and call completely. I?m willing to put myself out there on those conditions, because I believe we can help one another with this situation, and more so I want to keep this contained. Reply to me directly, if you wish. You can leave word at my station, or call me directly at *-***-***-****, which is a secured line that goes only to me. As resourceful as you are, I?ve no doubt you will send word in some manner soon. Till then, keep your head and stay safe.

A letter arrived at the 27th Divisions mail slot addressed for Ravenlock. The return address simply read Vel upon it.

Once the letter is opened inside would be found the following:

A letter to Ravenlock and a clipping of the large explosion and arson of Banister Manor, one of the less known, but influential relief aide companies in Rhydin.

Dear Ravenlock,

I have received your letter. Enclosed you will find one more hall mark of my crusade. I was hesitant to make further contact until I had checked sources at my disposal. It seems a few on the Watch are on the pay roll of my former employer and wished to ascertain that you are still an asset I could safely reach out too. You are, rest assured within my confidence now. Whether full or guarded is yet to be determined.

You say you can lend a hand to my endeavor? I do hope so as my attempts are meeting stronger resistance and I would hate to see a section of Rhydin's West End go up in flames by this resistance. I agree a meeting would be beneficial, though I must insist I am allowed to cover my face. I've angered many in the cartel and many may suspect who is behind the attacks. As for a place and time, meet me at the Red Dragon Inn. I'll be in one of the booths. The signal that I am there will be a simple silk handkerchief laying on the edge of the table. I'll be often at the Inn. You will come alone, please, for now. After a talk that may change.

Once more, a letter appeared in the mouth of the gargoyle. There was no name on the envelope, just a lone feather that had been stamped in black.

Vel,

We?re aware of the issues with certain members of the Watch being less than trustful, some are openly known and being ?dealt? with, and others are currently being observed. Any assistance you can offer with that, in regards to your own information would be helpful.

Your hall mark was noted as well, but we can discuss that in the Inn. I too have some cautions, but regardless I will be there, and will look for the sign. I will respond alone, and we?ll talk further in regards to everything.

Again, thanks for the heads up and I?ll see you soon.

Alex Waterman

Date: 2013-10-03 14:17 EST
A somewhat rushed and slightly suspect Alex Waterman approached Captain Ravenlock's office door.

Rushed, because he'd been told to get his behind here pronto, but suspicious because he was sure he'd heard 'sweet buns' whispered as he left. Actually, that was more worrying, than suspicion arousing. Either way, he's here, and knocking lightly on Brian's door, waiting for a reply before attempting to enter. Wouldn't do to burst in on the Captain. Plus, it gave him a moment to bush something from his nice, new, still starchy, uniform. He was quite pleased with it.

Brian Ravenlock

Date: 2013-10-07 11:44 EST
The knock was heard clear as day as Brian's eyes lifted from the most recent incident reports, to the door.

?Get on in here, Alex. We got work to do!?

Now one would wonder how Brian knew that the soft knock had belonged to rather infamous Sgt. Waterman, especially since Brian was hardly gifted with 'X-Ray' vision or the like. Well that would be explained soon enough, but for the moment it would be interesting to just let it hang in the air, and watch where it would lay, so to speak.

A pair of dossiers were picked up and readied, as Brian stood from his desk to greet the quickly arrived Watchman.

A Watchman that according to one Lt. Al'Tuatha did in fact have sweet buns... Something else the Watch Captain would let hang in the air, because-- well he just didn't want to know.

Alex Waterman

Date: 2013-10-09 16:03 EST
He would assume there was some kind of tell. Either it was the knock, or foot steps that gave Waterman away. That aside, Brian was a superior office, and that meant a carefully constructed, and totally believe able face of poorly covered surprise was needed as he opened the door and stepped in, closing it behind him once more.

"Captain" He said, smiling as he crossed the space between door and desk to greet Brian, tilting his head slightly when the dossiers were spotted but keeping his gaze focused on Brian.

A letter would find it's way to the 27th division of the Watch several weeks later. It was addressed to Lt. Kerri Ravenlock. Upon the envelope was the instructions for only Kerri to open it. Once opened one would see a letter and a newspaper clipping of the fire and blasted crypt in the old cemetery in West End Rhydin.

To the current chief of the 27th Division.

I am speaking with you as you are one of two people Brian said I could trust in your Watch Division. Things have hit a snag. I have not contacted Brian in some time and my base of operations is gone. As well as someone close to me is kidnapped. I will send you information soon on one Dimitri Haliford to see if you can dig up anything legally on him. While you do that, do not be surprised if more news reports appear with explosions and property loss. He runs what is left of Barristen Enterprises and a sly operations called J Wolf Mercenaries. He has someone close to me.

~Vel

The letter contained one more item. A photo of the Haliford Brothers, with the left one X'd out. The right one had Dimitri written above it.
