Hope sat at her desk reviewing response times, patrol patterns and general reaction margins from all over the 27th Division. Most of the numbers looked good, but she was beginning to wonder if perhaps they could be better in addition to improving public survival odds and reducing fatalities, injuries or property damage.

She sent Kerri and even Brian a personal email:

Subject: Think Tanking

Message: Hey guys, mind if we pull a little pow wow in the office at your next opportune time? I've been looking over the 27th's reaction times and performance. They are really good but I am wondering if we can't do better. I'm proposing we think out a few public scenarios and run practices on them with participating public volunteers.

I am thinking it could be sort of like the Emergency Scenario or Natural Disaster drills run back on Earth. You outline what the disaster or situation is, you get volunteers to play the wounded, dead, captives or just plain caught in the wrong spot at the wrong time. Then you have all operatives go through the drills as if it were real. This increases our response teams reactions, gets them more into the real world sense of what could go wrong and maybe educate a few bystanders to get the hell out of dodge when things hit the fan.
