Hope had her hands clasped behind her back, brown eyes surveying a full map of Rhydin City. Yellow flag pins had been pushed in showing reports from all Watch Divisions where protests had been occurring over the last month. Red flag pins had erupted among the yellows where reports were registered that required the Watch to come in and investigate reports of violence, injury, and a few black pins would indicate, death.

Hope shook her head sadly as she surveyed the ripples all over the city. The city was losing its mind more than usual and the data was pointing to possible outside forces with their hands in the pie so to speak. The situations were volatile from every report, even the peaceful protests could shift at a moments notice with the slightest provocation. It reminded her sharply of the protests she'd witnessed back home anytime she took a trip north from Clover Rock to Seattle. Peaceful for a few moments with a message then a plummet to violence and looting at the addition of a few rotten apples.

She could hear the collective nervous breathing of the gathered officers and beat cops behind, gathered for today's assignment. She felt all of their eyes heavily on her back. Every single person in the room she was accountable for their safety and well being and today's orders could potentially put them into harm. With protests like this, she had no solid gut instinct or data to tell her that her crew would be mostly safe. The 27th Special Operations Division, just like so many of the other Watch Divisions were not comprised of one racial type. They were like Rhydin itself, a mixed cadre of willing souls ready to serve and protect.

Hope took a small, steadied breath and turned from the map, the increasing worry burying deeper into her stomach. Lives. Human or other was her responsibility in this Division. If she wasn't the woman for the job, Brian would have passed her up long, long ago. She remembered his advice once to her, that nothing is going to be perfect and mistakes were going to happen. She couldn't stay off the horse she fell from when she lost Greg in the case. She had to get back on that horse and lead.

"Morning boys and girls and welcome to the war room. I'll make this clear, right here, right now. In this unit we are all one. Got that? We are not our races, we are not our colors, genders, creeds or differences. We are the 27th Special Operations Division and we have one goal. What is that goal?" She said with a firm and fiery voice.

The room was silent a moment before the audible crack of tension was released in reassured confidence. "To serve and protect Rhydin City!"

Hope nodded slightly in satisfaction. She waved a hand and Billie made his rounds around the room handing out dossiers. "Today we start a mission that will be ongoing until Rhydin gets some sanity back and if it doesn't then we'll just have to keep dogging heels. Billie has handed out your assignments. You all are going in groups of three. SOP is usually by twos but given the nature of your work now, three is better. You see the map and I know you all have seen first hand the protests and civil unrest out there in Rhydin. Everyone is at each others throats for some stupid superiority notion on who gets to own the city and run the losers out. Well it doesn't work that way, does it? Everyone is equal in our city.

You will all patrol your routes and give support to each area indicated in your folders that have been requested by each Watch Division. They are getting hard pressed with these matters and I've gotten word some of their numbers have dwindled as some of their own officers have taken up with the either side of the causes. That is not our concern, people are free to think as they wish. Our concern is life and violence.

As you patrol, your main concerns to note and deal with are the following:

1. Render aid to anyone being assaulted. SOP - Break it up, take down particulars, sort out the perps and bring in who needs locked up and send out who needs medical attention.

2. Issue verbal warnings to anyone that is showing active aggression towards protests groups or protest groups towards individuals. SOP - Three warnings and if they do not settle down radio in the incident for further instruction. We will handle pacification methods on a case by case method.

3. Assist all EMS and Fire services in the event of property damage. SOP - Cordon off access to the area, run all emergency services through, sweep for POI's and apprehend for questioning.

4. You're third member will be someone gifted in the arcane. Due to the natures of the unrest, you will need someone attuned and familiar with non-standard situations and the mythical. A lot of Fae have been getting roughed up in this mess and it is only logical to be cautious and keep you all safe from vendettas.

5. Final SOP - You fire that gun, you better radio in right away. I want to know why you fired upon a civilian and what happened. I'm not looking to rake people over the coals or persecute anyone. This whole city is just waiting for more fuel to add to the bonfire and I want to have your back.

An older sergeant, Elvin in features, partnered with a Minotaur and a human female spoke up. "You saddling up to, boss or are you sitting this one out too?"

Hope's eyes narrowed just a micron, and a drawer in a filing cabinet rattled. Small breath and she was calm. The question was bound to come up. She had her composure again. "I'll be out there just like you all. Billie will be my wing man for now. I am still . . . sifting through candidates for a proper replacement for a partner. Any further questions?"

No one else spoke up, though many were amused and some surprised to see the young man saddled with a hard case. A few sympathetic looks were even thrown to Billie. Hope just snorted in dry amusement.

"Session dismissed. Now get out there and let's help keep these protest's peaceful! 27th Ops! More than just Cops!" She rallied them.

"27th Ops! More than just Cops!" The room chanted back with pride and scattered out the doors as each team of three geared up and headed for the streets.

Hope looked at Billie, the only person left in the room. She waved him to follow her. "C'mon Bills. The crew seems fickle that they haven't seen me in action in a while. Time to show them that I've not given up."
