Across all radio airwaves and television broadcasts at pre-scheduled times, a new voice (Radio) or talking head (T.V.) in a Watch Uniform, would wait for Inner Circle ? Bad Boy?s Cops to play before speaking. The person speaking was a middle aged, grey haired man with an ebony complexion and a trimmed mustache and face that had seen some years on the streets of Rhy?Din in all of her glory and infamy. His voice though was calm, encouraging and a light bass.

?Good morning, good afternoon and good evening Rhy?Din. I am Walter Tolbine, Retired Watch Officer, and Watch Broadcast Announcer. If you are listening to or watching this broadcast for the first time, do not be alarmed or confused. The Rhy?din Watch is simply embracing the multimedia network culture that is out there and we will begin broadcasting our investigations as they happen each month in an effort to bring you the Rhy?Din Watch Network. We don?t want you to think it is all about violence, criminals and take downs. We will also be mentioning the presence we will be offering to all the events that many of you enjoy out there day to day as the seasons come and go and any public service announcements that are needed. In addition we will also send out general alerts if any Watch Divisions or our Affiliates are requesting assistance in helping them pursue their cases. ?

Walter would be heard and seen shuffling reports on his oak desk top, the back drop of dark navy blue with a simple silver badge emblem painted upon it.

?A lot has happened in the month of March and we aren?t out of the woods yet. Here are some of the events we?ve been looking into and assisting with. I am sure you all remember Leap Year happening as the Rhy?Din Emergency Broadcasting System was used quite well during the freak time phenomenon; these ?time incidents? were happening from about February 29th and settled down some around March the 6th, as was assured by the Academy of Time and Space Travel and one Professor Zague. Most of the unusual reports the Watch Divisions have received have been handled or have resolved on their own. We are thankful too that the fad of the ?Fro? and the ?Mullet? have seem to also been resolved and one Mrs. Beringer has returned to her ripe old, persnickety age of 107 to the relief of the care staff at Rhy?Din Manor Homes.

During these time incidents though, the Rhy?Din Harbor did issue severe storm warnings as the chronological epidemic was causing weather history to repeat and converge on the harbor. The Rhy?Din Harbor and the Rhy?Din Coast Guard are still working to clean up the debris and assess the disaster the storms have caused. If there are volunteers still wanting to help they would appreciate it. Watch Divisions have been helping around the clock to ensure found valuables are kept under safe watch and that any aid needed is rendered where possible. If you have found debris washed ashore and need assistance in having it removed, have found bodies or survivors; please contact your nearest Watch or Coast Guard office.

On March 7th, reports came into the Watch Divisions after news broadcasts flashed the scenes of DJ Yasmin in an apparent altercation with a male fan at a local club that employs the DJ. Alcohol was on the scene. The Watch is still investigating the reports and comparing the interviews with witnesses on whether or not the DJ was assaulted or if this was a possible case of inebriation and misunderstanding. The man in question was released but his role is still uncertain in the case. Any further statements have been withheld from the Watch and no further information is available until the investigation is closed.

On March 17th, we had a case of Leprechaun Shenanigans to kick of the March Madness Duel of Swords Tournament for 2016. Many of the small fights and drunken brawls happening from the shenanigans as well as reports of gold theft during the day have been handled by the Watch Divisions. However, the Watch is unable to do anything about turning Green Beer back to a normal color. We are sorry.

Though some of the small fights were not from drinking and gold from Leprechauns, but more from gold for wagers and healthy competitive natures as everyone takes to March Madness with a passion. The Watch Divisions would like to simply ask that all differing opinions on favored sword duelists be taken outside of established taverns, inns and other businesses where fisticuffs will be easily overlooked. We also advise to be on the watch for scalping and book fixing as many look to profit off of the tournament for their own gain only. With that said, enjoy the Madness!

We do have reports that Children?s Day will be happening between April 4th and April 10th at the Wonderplex. The Watch Divisions will be happy to lend a hand watching the events and ensuring a safe, happy time is had by all the attending children and the guardians or parents that come.?

Walter cleared his throat, had some water and shuffled papers again.

?Discover Life performances have been happening in Rhy?Din. As to what is Discover Life? Some think it may be connected to an album by DJ Yasmin, some think it may be just a group of artists celebrating life, others may see something darker. Discover Life performances popped up on March 22nd, with an impromptu display of acrobatic skills and fire juggling. No one was hurt, everyone seemed pleased, and Watch officers on routine patrol in the area noted no issues or complaints. The second appearance happened on March 24th, by a different performer dancing in silence while painting the ground. The symbol left behind was a V on a black and white checkered background. The paint is not permanent, and nothing was defaced. Crowds seem intrigued with this performance as well. Watch patrols are keeping an eye on them as the sudden nature of them could be potentially disruptive. The third appearance was on March 26th, when a moving crane holding a hanging hoop with DJ Yasmin, confirmed by eye witnesses, straddling the hoop. The crane came to a stop, blocking traffic and several noise complaints were lodged from the blasting music. However, most reports indicate that the performance was peaceful, nothing was rowdy or uncivil and once they were done, the crane moved on through the city once DJ Yasmin was done with her performance of dancing, singing songs and forming the letter V with her legs. The letter V was spotted on the side of the crane as well.

We have reports that plans are underway for this year?s Beltane Festival starting on May 1st until May 7th. While the festivity is a time of good natured festivals and cavorting, the Watch Divisions do ask that all public displays of indecency be kept at a minimum where possible. Those found under the influence and in just the buff in public will be offered a warm place to sleep it off in a Watch holding cell, no arrest or charge to help maintain public decency.

And finally we end our first broadcast discussing today, being Easter for many that come from the realms and cultures that celebrate it. We have been receiving reports of animated Easter Eggs running amuck in Rhy?Din. Watch officers are out helping and investigating all reports, helping those who have suffered by cleaning up graffiti, returning shoes and taking flattened tires to local vulcanizer shops for repairs free of charge, paid for by Rhy?Din City. Those assaulted were allowed to file reports and receive medical attention. On a lighter and less mischievous note, brightly colored Easter Eggs have been spotted to be hunted for the prizes locked inside the plastic eggs. Watch Division officers and volunteers turned out with smiles and those willing, wearing bunny ears on their caps to help guide children and parents to the egg hunting locations scattered among Rhy?Din.
