Right, Duties and Responsiblities of the High WarLord-


The High WarLord which is chosen from amongst The High Captains, every 300 years, is the Supreme Military Commander of the Asharan Imperial Military. As such he can declare War or Martial Law. The High WarLord also gives the final say on all Military Campaigns during a Military Operation. And has access to all Top Secret Military Infortmation.

With his possition the High WarLord also is the Top Political Figure of the Asharan Imperium and as such for all Edicts and Bills of the Imperial Council to become Law, the High WarLord must officially approve these Bills or Edicts. He can also of course override such Bill or Edicts, which would then have to be redrafted by the Imperial Council.

lastly The High Warlord has full protection of the Law, he can only be deposed by a full uniamimous vote of the High Captains. And he can only be tried for any crimes by the High Captains who act as a Military Tribunal.

Rights, Duties and Responsibilities of the High Captains-


The High Captains of Asharan are the Chief Commanders of the 20 Legions of the Asharan Imperial Military. They approval of all battle plans during a Military Campaign before sending them to the High Warlord for final approval. They also ratify any declartions of Marital Law or War brought forth by the High Warlord. Any Bills or Edicts passed by the Imperial Ruling Council must be passed by the High Captains before such goes to the High Warlord for final approval or veto. If such does not pass the High Captains, the Bill or Edict must be redrafted in the Imperial Ruling Council.

It is from the High Captains that the High WarLord is chosen, by a vote from the set forth from amongst the current sitting High Warlord and all the High Captains, the new Canidate for High Warlord has his own vote in the matter. Once a new High Warlord is chosen, the old High Warlord steps down and then the new High Warlord and the remaining High Captains chose a new High Captain from amongst the Noble Families of DragonBorn.

The High Captains have full protection under the Law and can only be tried amongst the other High Captains and the High Warlord. Verdicts in a trial must be a uniamious vote. The same goes for deposing a High Captain, there must be an uniamious vote by the remaining High Captains and the High Warlord.

Rights, Duties and Responsiblities of the Imperial Ruling Council-


The Imperial Ruling Council is the Law-making Body of the Asharan Imperium. It consists of two Speakers for the Elven and Dwarven Kingdoms of the Imperium, which gives them each a vote. Then there is the Lord Chancillor, who is the Representative of the Asharan Dominion, the DragonBorn/Human Kingdom of the Imperium. He has a vote, and is the Chief Speaker of the Ruling Council. The Dwarven Speaker is known as the Earth Speaker, the Elven Speaker is known as the Dawn Speaker.
Collectively these three are known as the High Speakers of the Ruling Council.

Below the Three High Speakers are the Body Politic, Which consists of Representatives based in numbers of influence for each of the following Factions and Guilds found in the Imperium-

The Holy Council(Which represents all Religious Organizations of the Imperium.) 14 votes.

The Mages' Guild(Which represents all Mages that are registered with the Imperium.) 14 votes.

The Psionics Order(Which represents all Psionicists in the Imperium.) 10 votes.

The Merchants Guild(Which represents all Trading Houses and Business Owners of the Imperium.) 15 votes.

The Mining Guild(Which represents all Mining Corporations of the Imperium.) 14 votes.

The Builders' Guild(Which represents all Masons, Carpenters and General Construction Guilds of the Imperium.) 22 votes.

The Commoners' Faction(Which represents all Commoner citizens of the Imperium who are for the most part Farmers, Fishermen, Crafters, and so on.) 26 votes.

The Factions' Caucus(This Group represents the Four Factions of Sigil that have Influence within the Imperium. As they are the newest group with Representation, the Factions' Caucus which represents The Fated Faction, the Harmonium Faction, the Guvners Faction and the Sign of One Faction. They have the fewest votes for now.) 8 votes.

Total Votes of the Ruling Council- 126 votes

The passage of any Edicts or Bills must have a Two-Thirds Majority or 84 votes of the Ruling Council. Then Bills or Edicts are sent to the High Captains and on to the High Warlord. Any vetos of Bills or Edicts must be redrafted with an approval vote of 64 votes in order for the redraft to go forward. All members of the Ruling council are chosen from amongst the Groups they represent by vote of those Groups but are given final approval by the High Warlord and the High Captains. If someone is not approved then the Represented groups must chose a new canidate no later then 30 days.

The Ruling Council can also declare Martial Law or War, through a Two-thirds vote, and must be approved by the High Captains and the High Warlord or the Declaration is made Null and Void.

Members of the Ruling Council can be tried or deposed by a full session of the remaining Ruling Council, plus the High Warlord and the High Captains. Such Trials and Depositons are required to have a Two-thirds majority ruling for the Member to be convicted and/or deposed.

The Theocracy of the Asharan Imperium, the Religious and Spiritual Authority of the Imperium. This being one of the oldest and most influential Institutions of the Imperium. All starting back in the early days of the Imperium, with the five most powerful Faiths at that time, the Church of Chronepsis, the Church of Bahamut, the Church of Belanus, the Church of Corellon Larethian and the Church of Moradin. It was decided by the Highest Priests of each Faith to establish, under the auspices of the Ruling class, a Moral Authority.

This Moral Authority would not only see to the Spiritual Guidence of the Peoples of Asharan, but also see to it that the Leaders of the Imperium did not lose their way. They would see to it, that the Imperium would not fall to the same Darkness as the old days of the Dragon Lords' rule.
So a Council was formed, each Faith would seat a speaker in this Council, the Holy Council. And that the Holy Council would have one speak for each Faith in the Imperial Ruling Council. As to have a voice in the Governance of the Imperium.

The Holy Council now consists of 14 recognized Faiths, the Gnomes and Halflings of the Imperium typically throw in with the Dwarves. The Small Folk care not for Politics, though they have their own Deities. So Gnomes and Halflings turn to their Dwarven friends in such matters.

As such the Holy Council has 14 speakers in its Body of members, as well as 14 Representatives in the Imperial Ruling Council. The Holy Council meets once each month to discuss Inner Faith Issues. Matters of allowing new Faiths into the Realm of Asharan, recognition of New Faiths, and seeing if some Faith is Evil and needs to be Outlawed. They also issue Holy Writs and Edicts, which must all be approved by the Holy Council, with at least eight votes in favor. Should this happen, these Issues, Writs and Edicts are sent to their Representatives in the Ruling Council. Here then the Item or Items in question are voted on. It is of course the final word of the High Warlord for these issues to pass or not.

Should any member of the Holy Council or Leader of one of the 14 Faiths of the Realm be found to going against the best interests of his or her Faith and/or the Imperium, they are brought before a Special Judgement Council. This Judgement Council consists of High Ranking Priests of the first five Faiths of Asharan. And are tried before this Judgement Council, with a Jury of 14 Priests, one Juror for each of the 14 Faiths of Asharan.

The Mages' Guild or the Arcane Consortium, is one of Asharan's oldest Institutions, formed roughly 7,800 years ago. Founded by Hytherios the Elder, a powerful Human Wizard and friend of Ashar himself. The Old Wizard having been arround at the time of the War for Freedom, saw the rampant destruction wrought by Magic. Rogue Mages and Sorcerers flinging spells arround, causing untold Death and Ruin. It was after the War, that Hytherios postulated the idea of a Wizards Order. To teach Magic in a safe enviroment and in a safe manner.

Also to have Wizards come together for the benefit of the Imperium, to help build a better future. And so Hytherios travelled far and wide across the new Imperium and to other lands on Rhydin. In this fashion Hytherios was one of the first Explorers of Asharan, to circumvent the whole of the World of Rhydin. It took him nearly 20 years for his Voyage of Exploration and finding other Mages that were like minded. In all he found eight other powerful Mages, and brought back a wealth of Arcane knowledge. He and the others wrote a series of Tomes and Scrolls on the nature of Arcane Magic, The Nexus(one of the first true studies of that widely known and not so understood Phenemon), Schools and Philosphies of Arcane Magic.

The Nine Arcane Masters as they were called had built three large towers in a great complex, that included a vast library of Arcane Learning and Knowledge. As well as a massive underground complex of Vaults catacombs and Laboratories. This place was aptly called the Arcanium, which also had magically tended gardens, messhalls, an outdoor plaza with ampitheatre and barracks for Students. The Arcanium would house and teach 800 students in its first year. Within the next year, it was teaching upto 1,700 students. Ranks, Rules for Conduct and Teaching codes were quickly established over time.

After a few centuries the Mages' Guild or Arcane Consortium, grew to fourteen established Houses or Orders within the Guild. Each lead by A House Master Mage, and from these Master Mages are chosen the Eight ArchMaguses and the High ArchMage. The ArchMages and the High ArchMage are the Leaders of the Guild. They set the rules and edicts for Mages' Guild. However each House Master Mage has authority over their respective House, as the High Council rarely interferes with the Houses.

Each House of the Mages' Guild has a representative on the Imperial Ruling Council, however both the High Council of the Mages' Guild and the rest of the Ruling Council must approve of these Representatives, which then go onto the High Captains and the High Warlord.

Each Arch Mage and High Arch Mage is chosen from a Vote of all Houses of the Mages' Guild once every 30 years or should an Arch Mage or the High Arch Mage die. New House Master Mages are chosen once every 40 years or upon death of a Master Mage. Houses vote for their own Master Mages.
