A flier went out for all to read, saying to the Citizens of Rhydin, asking this question

"Do you as a citizen feel that Orcs, Trolls and those who are considered outcasts have equal rights?"

"These are different questions," says an appraising Anastas from his office. "Do they, de facto, have equal rights, or should they, as a moral issue, have equal rights? Which is it? I know that according to the law, they do . . ." He marks down a yes.

"I've never seen any discrimination, personally - hell, I've never seen more than five or six of these people in the whole city - and I don't see any reason why there should be an apartheid situation. It's not like they're a threat to the economy or are disproportionately involved in crime or anything . . ."
