Underneath, it reads:

Please contact Dr. Elena Dumova in regards to the case of Horaetio Renne Arc'err. She is currently conducting a deep assessment on Renne in the hopes of both determining whether he is capable of standing trial, as well as determining a diagnosis on his mental state. In as such, in order to conduct a properly objective and honest assessment/diagnosis, she needs to speak with as many people as possible who knew Renne.
She is an objective third party, and you may feel free to contact her yourselves without having to go through the prosecutor's office.
The more that is known and understood, the more likely the truth will surface.
